SDA recently posted a notice to allow #industry to plan for upcoming Tranche 3 opportunities. SDA expects to release the first Tranche 3 Tracking draft solicitations in early second quarter of fiscal year 2025 and in final form in late 3rd quarter. We expect to make up to three T3 Tracking awards for global missile warning, missile tracking and missile defense efforts. The Tracking Layer is a proliferated constellation with, ultimately, more than 100 space vehicles (SVs) in low-Earth orbit (LEO) with space-borne capabilities designed to detect and track infrared signatures of conventional and advanced missile threats. The Tracking Layer will provide global, persistent indications, detection, warning, tracking, and identification of conventional and advanced missile threats, including hypersonic missile systems. A critical element of any space architecture, especially the #PWSA. The PWSA ground segment provides continuous, 24/7 operational support to the PWSA space segment and is operated by SDA’s two Operation Centers located in Grand Forks, ND and Redstone Arsenal, Ala. Additionally, the PWSA ground segment includes the necessary hardware and software framework to host battle management command, control, communications (#BMC3) functionality for mission-specific processing, and execution of on-orbit and on-the-ground applications. Last week, SDA posted a notice to #industry to allow for planning ahead of Tranche 3 competitive opportunities. SDA’s Tranche 3 programs will provide sustained capability with advanced improvements over Tranche 2 plus future #warfighting applications. More specifically, Tranche 3 Transport Layer (T3TL) serves to advance the Proliferated Warfighter Space Architecture’s (#PWSA) Data Transport and Navigation capabilities with three mission-specific variants that each serve multiple capabilities. SDA expects to release the first T3TL draft solicitation in early second quarter of fiscal year 2025 for the T3TL Upsilon variant and a final T2TL Upsilon solicitation early in the 3rd quarter; we expect to make up to two awards for this variant. Additional solicitations will include the T3TL Sigma variant and T3TL Lambda variant, with both variants anticipating up to two awards. Don't forget the AFWERX 24.3C Small Business Innovation Research (#SBIR) and Small Business Technology Transfer (#STTR) Broad Agency Announcement (BAA) closes soon-- October 16th at noon ET! Under that BAA, SDA released a special topic, STTR Phase I - SF24C-T003 - Strengthening Space: Uniting Research and Innovation for PWSA, which will allow companies to apply for a larger Phase 1 STTR followed by a larger Phase II SBIR effort. SDA plans to select five companies for Phase 1 followed by a down-select of three companies for Phase II. We are on a roll! Today, SDA is thrilled to announce the award of a second project under the Strategic Funding Increase (STRATFI) program to Nooks. This project will develop a network of commercially operated, flexible access, classified facilities together with the technology and security infrastructure needed to support a new business model whereby commercial industry can access classified facilities as a service. This capability will enable #TeamSDA and others in the United States Department of Defense to better support a remote/distributed workforce and provide greater access to talent pools across the country. In addition, the project has the potential to lower the barriers-to-entry for private industry to compete for contracts that require access to classified systems. The STRATFI award is structured as a cost-sharing agreement with approximately 1:1 ratio of funding from the U.S. government and from Nooks. In an effort to help bridge the “Valley of Death” between Phase II and Phase III, AFWERX and the AFVentures program has developed the Strategic Funding Increase (STRATFI) and Tactical Funding Increase (TACFI) Programs. Small businesses that have received a Phase II award within the last two years are eligible to apply for this annual notice of opportunity. By focusing on a few key factors, DoD can achieve an acquisition culture that drives creative, flexible, iterative, and responsive approaches-- right now! This month, the Center for a New American Security (CNAS), published their 2024 Integration for Innovation Report from the CNAS Defense Technology Task Force, which identified seven key integrated factors required to achieve a prolific acquisition culture, at both speed and scale. The factors include things like Defined Problem Statements, Iterative Flexible Processes, Acquisition Tradecraft, and Consistent Funding, among others. SDA is proud to be recognized as a success story under several of these factors. The report says, “the Space Development Agency has demonstrated the benefits of acquisition tradecraft using Broad Area Announcements and OTs to build a diverse array of suppliers to develop a disruptive, proliferated space architecture.
