Building Capacity for Resilience

About us

Coordinated through George Mason University's Center for Resilient and Sustainable Communities (C-RASC), STAR-TIDES is a global knowledge-sharing network that focuses on building sustainable resilience, promoting human security (freedom from want and freedom from fear), and creating life-changing social and economic activities. These roles have evolved from original support by the U.S. Defense Department’s TIDES (Transformative Innovation for Development and Emergency Support) program to four defense-related mission areas: 1. Building partner capacity; 2. Humanitarian assistance and disaster relief; 3. Defense support of civil authorities; and 4. Stability and peacekeeping operations. Our network works in the following areas: (1) Stabilization and Reconstruction, (2) Humanitarian Assistance/Disaster Relief (HA/ DR), (3) Defense Support to Civil Authorities (DSCA) in the US and (4) Building Partnership Capacity (BPC) worldwide. Exercises, training and education are keys to institutionalizing lessons learned. Links are being forged among the Department of Defense, State Department, DHS, other US government agencies, International Organizations, NGOs, Private Volunteer Organizations (PVOs), the business sector and academia.
