Early in 2024, the City of Irving discovered two properties with more than $150 million in taxable value had been removed from the property tax rolls, without notice to the city. Current Texas law allows Housing Finance Corporations, which often purchase land to lease to developers for development of multifamily affordable housing, to be completely tax exempt.
