We must robustly fund federal programs that engage international partners early on capacity building, workforce training, and establishing regulatory frameworks--and better integrate these efforts with resources and programs at home. By so doing, we can maintain the highest international standards on safety, security, and nonproliferation, while simultaneously advancing our competitiveness overseas.
