Jon M. Sands has been reappointed to a sixth four-year term as the federal public defender for the District of Arizona. First appointed to lead the office in 2004, his reappointment is effective Sept. 1, 2024. “We are fortunate to have Jon Sands at the helm of the nation’s oldest, and one of its largest defender offices,” said Circuit Judge Kim McLane Wardlaw, who chairs the Ninth Circuit’s Standing Committee on Federal Public Defenders. “Jon is a generous mentor, a national leader on criminal justice issues, and an advocate of the highest caliber whose office provides its clients with outstanding defense services.” Sands is supported by 197 attorneys and support staff working in offices in Phoenix, Tucson, Flagstaff, and Yuma. In addition to criminal defense and appeals, the office represents capital prisoners in habeas corpus proceedings and reported 5,397 new criminal cases opened in the fiscal year ending Sept. 30, 2023. Total cases opened by the office in FY 2023 numbered 6,266. Sands has worked in the Office of the Federal Public Defender for the District of Arizona since 1987. He has chaired several national advisory committees, testifies regularly before the U.S. Sentencing Commission on sentencing policy issues, and is a Fellow in the American College of Trial Lawyers. In 2022, Sands was honored by the District of Arizona with the John M. Roll Award for Distinguished Service. The Office of the Federal Public Defender was created by Congress to fulfill the constitutional requirement that financially eligible individuals charged with crimes in the federal justice system be provided with professional legal representation at no cost. Read the full article: https://lnkd.in/g39_C3Vd Kyle Ward graduated from the program June 5, 2024, and is positive about the program and the boost it has given him: he has his addiction under control and discovered he is good at social work. “I’m now a house manager at a treatment facility and I’ve been here about eight months. It is a paid position and in an in-patient facility. Now, I am on the front lines with everybody. I get to see people who were in my position when I came in. I used to work in manual labor jobs and social work has been pretty good to me,” he said. The Sobriety Treatment and Education Program (STEP) reentry program is for individuals on federal supervision who have substance addictions. Clients must stay away from drugs and alcohol, try hard to find employment and stay employed, reestablish relationships with family members, pursue educational opportunities and attend to their overall health and well-being to stay in the program. One thing that was easier than expected was “staying clean,” Ward said. “I had some good words from Judge Ekstrom. At one point, where I was letting myself use and get high and relapse, he finally gave me the ultimatum of ‘you have to have perfect compliance or you go back to jail’ talk, and then it stopped. I had all my tools and everything there, I just needed that extra little push.” “He needed to be able to make a decision to stay clean,” said U.S. Magistrate Judge Alexander C. Ekstrom. I challenged him to not give himself permission. I thought I was being pretty hard on him and was worried that he would overreact. He came back early the next week a different person and I am very proud of him. He is one of the most impressive examples of change I have seen. It does not surprise me that the possibility of going to jail still sticks out as primary to him. In the end, we can catalyze change, but we don’t create it. We, and by that I mean Phil Casey and every other member of the team, provide conditions the allow participants to do the work themselves,” said Judge Ekstrom. Ward recommends the program. “If you believe you are ready for it -- when you are sure and ready, this is the place to go,” he said.

High school students from Arizona, California, Montana, Nevada, Oregon and Washington state won top prizes in 2024 Ninth Circuit Civics Contest! Ten students will share a total of $11,400, and first-place winners, along with a parent or guardian, are invited to attend the 2024 Ninth Circuit Judicial Conference.   The contest theme, “70 Years Later—The Legacy of Brown v. Board of Education,” challenged students to write an essay or produce a video to address the theme and discuss what impact they think the Brown decision has had on the law and our society and why.   Please see the posted media release for names and schools of winners. https://lnkd.in/gKT5U3va   “Congratulations to the winners of the 2024 Ninth Circuit Civics Contest! Every student who participated offered a meaningful perspective on this year’s theme of “70 Years Later—The Legacy of Brown v. Board of Education,” said Ninth Circuit Chief Judge Mary H. Murguia. “I am so grateful to all who took the time to reflect on this important case, whose impact we still feel today. Brown v. Board of Education is an example of the law’s influence on education—and particularly equitable, non-discriminatory education—and I am delighted that this year’s contest gave us all an opportunity to celebrate it.”   The Ninth Circuit received at total of 737 essays and 88 videos from students who competed at the local contests held by judicial districts throughout the Ninth Circuit. Of the total, 45 essays and 31 videos advanced to the Ninth Circuit for consideration. Twelve essays and 10 videos were selected for final consideration by PICO members, judges and court unit executives.   See the media release for a list of other top finishers.   The competition was open to high school-age students who reside within the geographic area of the circuit. Prizes and contest-related expenditures are funded through attorney admission fees collected by the federal courts in the Ninth Circuit to fund educational programs for the bar and community. PICO was established in 2000 by the Judicial Council of the Ninth Circuit, the governing body for federal district and bankruptcy courts in nine western states and two Pacific island jurisdictions. The committee seeks to promote public understanding of and confidence in the judicial system through civics education and outreach to the community and media.
