For more than 50 years, the U.S. Department of Transportation's Volpe Center has helped the transportation community navigate its most challenging problems. As the National Transportation Systems Center, our mission is to improve transportation by anticipating and addressing emerging issues and advancing technical, operational, and institutional innovations across all modes. The Volpe Center is a unique federal agency that is 100 percent funded by sponsored projects. We partner with public and private organizations to assess the needs of the transportation community, evaluate research and development endeavors, assist in the deployment of state-of-the-art transportation technologies, and inform decision- and policy-making through our comprehensive analyses.   • As part of our FTA support for MBTA safety management inspection work, some of our mechanical engineers recently participated in a verification site visit at Cabot Yard to witness the Safety Rules Compliance Program audits. These audits are part of the Corrective Action Plans from MBTA for the Vehicle Securement Special Directive. These verification site visits are part of the FTA’s Safety Management Inspection Special Directives, which address ongoing safety issues.   • Our team helps FMCSA organize and host the Truck Leasing Task Force (TLTF) meetings. TLTF is a new advisory committee authorized by #BIL and chartered by the Secretary of Transportation in February 2022, which comprises eight members who advise FMCSA on the terms, conditions, and equitability of common truck leasing arrangements, particularly as they impact owner-operators and trucking businesses subject to such agreements.   • We recently supported Federal Motor Carrier Safety Administration in organizing and hosting “Roundtable on Transparency in Fees for Commercial Motor Vehicle (CMV) Operators Are Charged for Towing and Recovery Services.” The goal was to gather stakeholders to get their perspective on current industry practices regarding towing fees. Participants included motor carriers, towing and recovery services for CMV operations, and other interested parties. This was a hybrid meeting at U.S. DOT Headquarters in Washington, D.C., and was open to the public. Secretary Pete Buttigieg provided a recorded video message addressing the meeting. Our Safety Research & Analysis team provides support to FMSCA in planning, meeting logistics, stakeholder engagement, and documentation for several advisory committees, as well as similar support for listening sessions and other ad-hoc stakeholder engagement efforts.   • We recently co-presented with the city of Boston at Federal Highway Administration (FHWA) Coffee and Conversations in support of the City of Boston and MassDOT. The FHWA Coffee and Conversations programs convenes peer cities that are pursuing the Safe System Approach, allowing them to share accomplishments, noteworthy practices, and challenges with their peers. Our team co-presented “A Vision for Safer Trucks” with the city of Boston Transportation Department, sharing perspectives on the city’s implementation and U.S. DOT Volpe Center research in support of the city of Boston, MassDOT, USDOT Research and Technology, and others focused on making large vehicles safer in urban environments.
