His addition to the leadership team enhances Watring's ability to pursue new opportunities, expand its market presence, and ensure workforce stability while maintaining the high-quality products that the company is known for. Dr. Marty Garcia is an accomplished leader with over two decades of experience in the defense and semiconductor industries. He holds a Ph.D. in Systems Engineering from Texas Tech University as a Raytheon Scholar. Throughout his distinguished career, he has served in pivotal roles including Chief Engineer, Director, and Subject Matter Expert for Electro-optical/Infrared programs. His problem-solving abilities were recognized with the prestigious Raytheon Gold Star Award for successfully turning around a critical program. Previously, Marty was a Group Member of the Technical Staff at Texas Instruments, specializing in Thin Film and Metrology within the semiconductor field. Distinguished for his expertise in Chemical Vapor Deposition (CVD), he significantly contributed to semiconductor industry advancements as a selected member of the International SEMATECH (Semiconductor Manufacturing Technology) consortium. His career is marked by multiple patents and awards, reflecting his broad expertise in systems engineering and technological innovation. Marty possesses comprehensive systems engineering expertise across a broad spectrum of systems and technologies. His experience includes the acquisition, design, testing, and sustainment on diverse platforms such as Tactical (F-35) and Mobility Aircraft (C-130), Rotary wing (H-60) Special Operations Forces equipment, and Remotely Piloted Aircraft (MQ-1/9, RQ-4C). He has technical proficiency in Electronic Warfare, multispectral Avionics, High Energy Lasers, and Thermal Weapon Sights, along with skills in Modeling and Simulation, Guidance & Control, Data Analytics, Cybersecurity, and Artificial Intelligence.
