About us

The WISE Horizons project, funded by the European Union under the Horizon 2020 research and innovation program no. 101095219, seeks to accelerate systemic change beyond the dominant economic paradigm towards one that prioritises wellbeing, inclusion, and sustainability (WISE). This work aims to create a unifying theoretical framework which synthesises the current beyond-growth literatures and initiatives. This synthesis provides WISE metrics, a WISE accounting framework and WISE models for evidence-based policymaking and narratives. The resulting WISE data, available for up to 180 countries will be provided in a special database, which includes historical data (going back to the 19th century) as well as contemporary data relevant to policy and media. These datasets will be used to analyse historical patterns and policy trade-offs and win-win opportunities. In addition, the project will deliver nine partial policy models, which provide a vision of 2050 from the perspective of wellbeing, inclusion, and sustainability. The topics covered include living within planetary boundaries, sustainable wellbeing, the circular economy, the welfare state, productivity and the environment, gender inequalities and tax policy etc. Two integrated WISE models will also be created including a model of the Sustainable Development Goals.

    Our new Report is out: 𝐀 𝐍𝐨𝐯𝐞𝐥 𝐇𝐢𝐬𝐭𝐨𝐫𝐲 𝐨𝐟 𝐒𝐨𝐜𝐢𝐞𝐭𝐚𝐥 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐚𝐧𝐝 𝐢𝐭𝐬 𝐊𝐞𝐲 𝐃𝐫𝐢𝐯𝐞𝐫𝐬   Are we merely numbers in a system that measures our worth by what we produce and consume? What about our quality of life—our health, education, social connections, and the impact of inequalities and environmental degradation? Whether talking about progress of the past centuries or the decades to come, the story is often told through the narrow lens of GDP. However, this view is limited.     Developing new socio-economic models which prioritize Wellbeing + Inclusion + Sustainability (WISE) Author of Replacing GDP by 2030

    Good to see that Beyond-GDP is being taken up at the UN level. Last week, the UN's Pact for the Future was adopted, which includes Action 53 which states: "We will develop a framework on measures of progress on sustainable development to complement and go beyond gross domestic product." "We recognize that sustainable development must be pursued in a balanced and integrated manner. We reaffirm the need to urgently develop measures of progress on sustainable development that complement or go beyond gross domestic product. These measures should reflect progress on the economic, social and environmental dimensions of sustainable development, including in the consideration of informing access to development finance and technical cooperation. We decide to: (a) Request the Secretary-General to establish an independent high-level expert group to develop recommendations for a limited number of country-owned and universally applicable indicators of sustainable development that complement and go beyond gross domestic product, in close consultation with Member States and relevant stakeholders, taking into account the work of the Statistical Commission, building on the global indicator framework for the Sustainable Development Goals and targets of the 2030 Agenda for Sustainable Development and to present the outcome of its work during the eightieth session of the General Assembly." Great to see that this agenda is getting global traction.

    We are excited to share this 🆕 paper by The Lancet Planetary Health, introducing the 'WISE Triangle' of #BeyondGDP metrics.   The triangle helps navigate the sea of Beyond-GDP indicators by categorizing them across three critical axes: #Wellbeing, #Inclusion, and #Sustainability. For too long, policymaking has overemphasized societal progress based exclusively on GDP growth. It is time to move to a more holistic view, unite global 🌏 efforts, and institutionalize alternatives.     We know that GDP isn't a good measure of societal success, but what should we prioritise instead? Our newly published review in The Lancet Planetary Health reflects on 50+ years of research and policy efforts to shift the focus from GDP to more meaningful measures of progress. Key take-aways: 📚Scientists from many different disciplines have explored human and societal wellbeing and their determinants, each offering valuable insights. By focusing on ‘sustainable and inclusive wellbeing’ we can integrate learnings from different schools of thought including welfare economics, needs theories, and ecological approaches. 🌈 The number of Beyond-GDP metrics can be quite overwhelming. Our 'Beyond-GDP triangle' helps to understand what different metrics measure, plotting them against three axes - Wellbeing, Inclusion, and Sustainability. 🤝The current challenge is not about a lack of GDP alternatives, but about uniting existing efforts and institutionalising them globally. Our dashboard structure helps to standardize existing indexes and indicators while allowing flexibility for country-specific needs. The United Nations can play a crucial role in taking this agenda forward—a critical step towards a just and sustainable future for humanity.     For decades, Gross Domestic Product (GDP) has been criticised as an inappropriate measure of social progress. But what comes after it?    Our publication Tilting the Scale tries to bring us closer to answering this question. It puts forward a Theoretical Framework centred around #wellbeing, #inclusion, and #sustainability, aiming to redirect the societal focus on economic growth towards a more holistic approach to jointly address ecological, social, and economic challenges. This theoretical framework synthesizes beyond-growth literature and initiatives to develop WISE metrics, accounts, and macroeconomic models for evidence-based policymaking and a new narrative centred around sustainable and inclusive wellbeing.  🔍 Implementing the WISE theoretical framework implies overcoming traditional economic growth narratives that have shaped public policies. The report proposes practical strategies to embed #WISE values into political decision-making:    📌 Establishing a common language and terminology for clarity and consistency. 📌 Building metrics, accounts, and macroeconomic models aligned with sustainable and inclusive wellbeing. 📌 Translating the sustainable and inclusive wellbeing narrative into actionable programs for public policymaking and governance. 🛤 In essence, the report highlights leverage points to create coherence among sustainability and wellbeing initiatives under the WISE umbrella and outlines pathways to promote sustainable and inclusive wellbeing in public policymaking.     A European agenda to navigate uncertain times - How to steer the EU towards Wellbeing for all The good news is that in Europe, we have the opportunity and knowledge to shape the direction of development towards sustainable and inclusive wellbeing, even in uncertain times. Despite geopolitical tensions, living costs, inflation, rising inequalities, climate and biodiversity crises, polarisation, and an aging society, we are not bound to fall into despair. The policy agenda of the new European Commission has all the opportunities to address these complex challenges. Our new advocacy paper, co-authored by our MERGE sibling projects SPES, ToBe, WISE Horizons and WISER, aims to support the new European Commission in this task. There is no need to start from scratch: The Commission can build on an existing body of governance, measurement frameworks, policies, legislation and good practices within the EU and globally.     📣 Your thoughts on Beyond GDP   💡 What are your perceptions on beyond GDP policies, indicators and models?  We invite you to contribute to the development of the MERGE project by taking the time to fill out our survey! The survey questions help us assess awareness and perceptions of beyond GDP policies and indicators, and to understand how and why GDP is used in policymaking. It also focuses on the barriers and drivers of moving beyond GDP.  Data gathered via the survey will be used to inform the design and prioritisation of beyond GDP policy frameworks and wellbeing indicators, and the construction of communication strategies to enhance their appeal.   The survey includes 20 questions and should take between 10 - 15 minutes to complete. 🖊 It can be accessed at: https://lnkd.in/dJRPWnrQ   🚀 Your input is extremely helpful for us!     🔎 Achieving the United Nations 2030 Agenda and the EU's policies on environmental and social sustainability requires a comprehensive measure of human progress that does not focus solely on GDP. In pursuit of the sustainability goals, a collective of visionary minds from academia and beyond has initiated MERGE—a groundbreaking initiative under Horizon Europe. With a €17 million budget, the involvement of over 15 institutions and a 3-year timeline, MERGE stands as one of the most substantial partnerships in the realm of beyond GDP initiatives to date. 🌱 The long standing discussions regarding GDP emphasize its limitations in accurately capturing the true essence of citizens' quality of life and overall wellbeing. GDP measures economic progress based solely on monetary transactions and market activities. This narrow focus can disregard the multifaceted nature of human welfare. 🎯 The primary objective of MERGE is to propose a unified set of indicators for measuring multidimensional wellbeing. This includes summarising indicators already known to statistical institutions and identifying new relevant metrics beyond GDP to provide a more comprehensive understanding of societal progress.     A Review of policy strategies around the world through the lens of Wellbeing, Inclusion, and Sustainability 📌 This review from the EU-funded #WISEHorizons project examines existing policy strategies through a #WISE lens to better understand which and how #wellbeing, #inclusion, and #sustainability aspects are being integrated within the policy debate worldwide, including in Africa, China, the EU, Latin America, the US, and the Wellbeing Economy Governments (WEGo). 📌 Results find that Beyond-GDP approaches have not been widely integrated into policymaking so far, whereas the Sustainable Development Goals (SDGs) are a more prominent framework in the Global South. Furthermore, context-sensitive policies and approaches are needed. 📌 While the environmental dimension shows up most prominently in policy strategies, sustainability as a concept must be expanded further to include #futuregenerations and inclusion between geographic borders.     As #inclusion is a main pillar of the #WISEHorizons project, we want to ensure that the findings from our work hold true in different settings, including non-European and non-Western contexts. With the aim of bringing the perspectives of the global majority to the forefront, our project team will host a virtual Global South Insights Lab🌐on March 20th from 9-12 CET. This lab will follow up on two previous co-creative workshops, the Future and #JustTransition Labs, held in fall 2023.    For the upcoming Global South Insights Lab, we invite participants from diverse backgrounds with lived experience from the Global South (personal or professional) to provide input, either by validating or challenging results from the following WISE Horizons project activities:  ➡ the Future and Just Transition Labs, wherein participants engaged in scenario planning towards 2050 focusing on WISE dimensions and then refined these scenarios by considering potential trades-offs and tensions that could emerge.   ➡The WISE Theory of Institutional Change (about to be published), which outlines how the WISE dimensions can supersede the current focus on economic growth and facilitate change in political institutions.   ➡The WISE Global Report: Global Analysis, which focuses on the developments of wellbeing, inclusion, sustainability, and the economy since 1820, covering around 150 countries and looking at regional aggregates.
