EU-funded research project about wellbeing, inclusion, and sustainability (WISE).

About us

The WISE Horizons project, funded by the European Union under the Horizon 2020 research and innovation program no. 101095219, seeks to accelerate systemic change beyond the dominant economic paradigm towards one that prioritises wellbeing, inclusion, and sustainability (WISE). This work aims to create a unifying theoretical framework which synthesises the current beyond-growth literatures and initiatives. This synthesis provides WISE metrics, a WISE accounting framework and WISE models for evidence-based policymaking and narratives. The resulting WISE data, available for up to 180 countries will be provided in a special database, which includes historical data (going back to the 19th century) as well as contemporary data relevant to policy and media. These datasets will be used to analyse historical patterns and policy trade-offs and win-win opportunities. In addition, the project will deliver nine partial policy models, which provide a vision of 2050 from the perspective of wellbeing, inclusion, and sustainability. The topics covered include living within planetary boundaries, sustainable wellbeing, the circular economy, the welfare state, productivity and the environment, gender inequalities and tax policy etc. Two integrated WISE models will also be created including a model of the Sustainable Development Goals.

A novel history of societal progress and its key drivers [Part 5 of 5]      𝐓𝐡𝐞 𝐟𝐢𝐧𝐚𝐥 𝐜𝐡𝐚𝐩𝐭𝐞𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐖𝐈𝐒𝐄 𝐆𝐥𝐨𝐛𝐚𝐥 𝐑𝐞𝐩𝐨𝐫𝐭 𝐜𝐨𝐦𝐩𝐚𝐫𝐞𝐬 𝐭𝐡𝐞 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 #EuropeanUnion and the #UnitedStates through a lens of wellbeing, inclusion, and sustainability.    We often hear that the US outperforms the EU, but this view is usually based on narrow economic indicators. When we look closer, the story changes:    🤝 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐨𝐧 𝐦𝐚𝐭𝐭𝐞𝐫𝐬. While average material wellbeing is higher in the #US, the #EU distributes it more evenly. The EU has been more effective at improving the lives of everyone, especially the bottom 50%.    🌱 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐜𝐨𝐮𝐧𝐭𝐬. #Wellbeing in the EU comes with a smaller environmental cost. The US has a much larger material footprint, higher emissions, and greater water use. Yet, from a global perspective, the EU’s footprint remains high, too.    🏛️ 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬 𝐚𝐫𝐞 𝐤𝐞𝐲. The EU’s progress highlights the importance of robust institutional structures in driving inclusive and sustainable wellbeing. These are assets we must cherish and protect as we navigate future challenges.    This comparison reminds us that averages can mislead, and a true measure of progress must include #Inclusion and #Sustainability. A novel history of societal progress and its key drivers [Part 4 of 5]      𝐓𝐡𝐞 𝐟𝐢𝐭𝐡 𝐜𝐡𝐚𝐩𝐭𝐞𝐫 𝐢𝐧 𝐭𝐡𝐞 𝐖𝐈𝐒𝐄 𝐆𝐥𝐨𝐛𝐚𝐥 𝐑𝐞𝐩𝐨𝐫𝐭 𝐡𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬 𝐭𝐡𝐞 𝐝𝐮𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐂𝐡𝐢𝐧𝐚’𝐬 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐬𝐭𝐨𝐫𝐲—extraordinary achievements alongside substantial challenges in #Sustainability, #Inclusion, and #Governance. China has lifted hundreds of millions out of poverty while becoming a global economic power.   Key insights: 🌟 𝐑𝐚𝐩𝐢𝐝 𝐰𝐞𝐥𝐥𝐛𝐞𝐢𝐧𝐠 𝐢𝐦𝐩𝐫𝐨𝐯𝐞𝐦𝐞𝐧𝐭𝐬: Life expectancy jumped from under 40 to 78.1 (1960-2020), education soared with over 60% attaining tertiary education by 2021, and #GDP per capita grew from $238 to $11,560 (1960-2022).    ⚖️ 𝐑𝐢𝐬𝐢𝐧𝐠 𝐢𝐧𝐞𝐪𝐮𝐚𝐥𝐢𝐭𝐢𝐞𝐬: While material wellbeing has improved overall, income and wealth gaps have widened. On a brighter note, gender inequality improved significantly, with the Gender Inequality Index dropping from 0.287 to 0.186 (1998-2022).    🌿 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐜𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬: Rapid growth has brought high environmental costs, including severe pollution and being the largest CO₂ emitter. However, green initiatives in the last decade have cut pollution, with a #GreenEconomy central to China’s strategy.    🏛️ 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐡𝐮𝐫𝐝𝐥𝐞𝐬: China’s governance model has driven rapid development, but achieving long-term goals will require addressing urbanisation, an ageing population, and regional disparities.     What do you think is the key to balancing growth with inequality and sustainability? A novel history of societal progress and its key drivers [Part 3 of 5]   🌍 𝐓𝐡𝐞 𝐭𝐡𝐢𝐫𝐝 𝐜𝐡𝐚𝐩𝐭𝐞𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐖𝐈𝐒𝐄 𝐆𝐥𝐨𝐛𝐚𝐥 𝐑𝐞𝐩𝐨𝐫𝐭 𝐩𝐫𝐨𝐯𝐢𝐝𝐞𝐬 𝐚 𝐝𝐞𝐞𝐩 𝐝𝐢𝐯𝐞 𝐢𝐧𝐭𝐨 𝐀𝐟𝐫𝐢𝐜𝐚, 𝐡𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐢𝐧𝐠 𝐬𝐮𝐛𝐬𝐭𝐚𝐧𝐭𝐢𝐚𝐥 𝐩𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐢𝐧 𝐰𝐞𝐥𝐥𝐛𝐞𝐢𝐧𝐠, including rising life expectancy and improved access to services like safe drinking water, sanitation and electricity. Urban-rural inequalities exist but are declining.      Yet, the picture across Africa varies:     ➡️ 𝐈𝐧𝐞𝐪𝐮𝐚𝐥𝐢𝐭𝐢𝐞𝐬 𝐩𝐞𝐫𝐬𝐢𝐬𝐭 𝐚𝐜𝐫𝐨𝐬𝐬 𝐚𝐥𝐥 𝐫𝐞𝐠𝐢𝐨𝐧𝐬. Southern Africa records some of the highest income and wealth disparities globally. On a more positive note, inequalities between countries and gender have decreased in most regions.    🌱 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐜𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 𝐚𝐫𝐞 𝐬𝐭𝐚𝐫𝐤. Despite Africa’s low carbon footprint, climate change disproportionately affects its people. Rising water scarcity, deforestation, and resource management pose serious challenges.   📉𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐫𝐞𝐦𝐚𝐢𝐧𝐬 𝐚 𝐜𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞. North and Southern Africa have long had higher GDP per capita than the other regions. While Northern Africa has more than doubled its GDP since 1975, Central and Southern Africa have experienced declines.    ⚖️𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐬𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐫𝐞 𝐜𝐫𝐮𝐜𝐢𝐚𝐥 𝐟𝐨𝐫 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭. Political instability and conflicts have hindered progress for decades. A novel history of societal progress and its key drivers [Part 2 of 5] 𝐇𝐨𝐰 𝐡𝐚𝐬 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐚𝐧𝐝 𝐢𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐰𝐞𝐥𝐥𝐛𝐞𝐢𝐧𝐠 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐞𝐝 𝐨𝐯𝐞𝐫 𝐭𝐢𝐦𝐞?   The second chapter of the WISE Global Report looks into global trends in #Wellbeing, #Inclusion, and #Sustainability across 8️⃣ world regions from 1820 to the present.    These are the main findings:    📊 𝐖𝐞𝐥𝐥𝐛𝐞𝐢𝐧𝐠 𝐡𝐚𝐬 𝐢𝐦𝐩𝐫𝐨𝐯𝐞𝐝 𝐠𝐥𝐨𝐛𝐚𝐥𝐥𝐲. However, development was uneven and caused significant environmental harm, now threatening a safe living space for humanity. Moreover, income and wealth inequalities within countries remain high.     ⚠️ 𝐎𝐮𝐫 𝐞𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 𝐢𝐬 𝐮𝐧𝐝𝐞𝐫 𝐭𝐡𝐫𝐞𝐚𝐭. Since 1820, greenhouse gas emissions have increased from 1,000 to nearly 50,000 MTon in 2020, driven by economic growth and population increases.     Last Wednesday, my ZOE Institute for Future-fit Economies colleague Raphael Kaufmann and I had opportunity to present some key insights from the WISE Horizons project at the "Development Beyond Growth – Global and Local Perspectives on Just Transitions" conference, co-organised by NELA. Next Economy Lab and German Institute of Development and Sustainability (IDOS).   In our presentation, I highlighted how WISE Horizons aims to synthesise existing post-growth policies, models, and metrics to create a cohesive, state-of-the-art theoretical and accounting framework. By collaborating with diverse stakeholders, we ensure that our technical work is rooted in real-world experiences, making our outputs relevant and impactful. Through our three co-creative labs—the Future Lab, the Just Transition Lab, and the Global South Insights Lab—we’ve received invaluable inputs and feedback, refining both our empirical and theoretical work.   Raphael focused on institutional change theory, elaborating on the role of #narratives in shaping public policy outcomes. As we move away from growth-centred narratives towards the institutionalisation of #sustainable and #inclusive #wellbeing, we can learn from the institutionalisation of economic growth as well as cases such as climate change. In both cases, a common language and the development of a robust technical infrastructure —that is, metrics, accounting systems, and models— facilitated the mainstreaming of these policy areas in public policy. Strengthening the technical infrastructure is thus essential to kickstarting an institutional shift beyond growth.   We were fortunate to share the panel with other inspiring speakers. Tejendra P. Gautam presented his research on a counter-narrative of growth hegemony in Gadchiroli, India, and Matthias Kranke explored perceptions of post-growth solutions among officers in intergovernmental organisations. The chance to engage with these experts and discuss global-local connections was deeply inspiring and provided valuable insights that will likely influence the next stages of our project.

    While we urgently need institutions to address global challenges such as climate change, biodiversity loss, growing wealth inequality, and rising migration, the institutions designed to provide these solutions are struggling. The stakes are far higher than recent Nobel prize laureates Acemoglu and Robinson suggest. It is not just about nations failing, but about the collective global failure to tackle the urgent challenges facing humankind.   • Just one week after the publication of the WISE Horizons global report 𝐀 𝐍𝐨𝐯𝐞𝐥 𝐇𝐢𝐬𝐭𝐨𝐫𝐲 𝐨𝐟 𝐒𝐨𝐜𝐢𝐞𝐭𝐚𝐥 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐚𝐧𝐝 𝐢𝐭𝐬 𝐊𝐞𝐲 𝐃𝐫𝐢𝐯𝐞𝐫𝐬, Professors Daron Acemoglu (Massachusetts Institute of Technology) and James Robinson (University of Chicago) have won the #NobelPrize in economics for their work in understanding the drivers of #Prosperity. Our Report, which builds on their work, most prominently on 'Why Nations Fail: The Origins of Power, Prosperity, and Poverty', deepens our understanding of the past and future through a lens of #Wellbeing, #Inclusion and #Sustainability.
