Key Highlights Regulatory Approvals: The Company has secured authorization from Zambia’s Department of Forestry to proceed with further #mineral exploration, including #drilling, within the licensed area (the “Licence”). Local Community Consent: Consent has also been obtained from the Musele Royal Establishment (“Musele Chiefdom”), the local tribal leadership, to conduct #mineral exploration activities on the Licence. Drill Program Overview: The Phase 1 drilling program, now underway, includes up to six #diamond drill holes with planned depths ranging from 350 to 400 meters. This program aims to investigate a substantial soil anomaly identified in 2023 by Tertiary, which aligns with First Quantum’s Tirosa Copper Prospect on an adjacent mining licence. Exploration Agreement Terms: Under the Company’s agreement with First Quantum, First Quantum is required to define a minimum #copper resource of 80,000 tonnes to earn an interest in the Licence. The Licence area is located next to First Quantum’s Trident Project, which includes the operational Sentinel Copper #Mine and the newly developed Enterprise Nickel Mine. DRC Government Tackles Foreign Involvement in Mining Regions Following Recent Arrests The presence and movement of foreign individuals in #mining areas were key topics during the eighteenth meeting of the Council of Ministers on Friday, October 18, 2024. In his address, President Félix-Antoine Tshisekedi expressed concerns about illegal foreign operations in the country’s mining regions. He emphasized that while the #mining sector has been liberalized under the Mining Code, foreign operators must adhere to legal regulations. “The lifting of restrictions on the movement of foreigners in mining areas should not be seen as a lack of oversight. This decision was made to attract #investors and improve the business #climate,” he stated. To prevent potential abuses from this liberalization, the government has issued new directives. The Deputy Prime Minister, along with the Ministers of the Interior and #Mines, as well as the General Directorate of Migration (DGM), has been tasked with enhancing control and surveillance to stop unauthorized access to mining sites by foreigners without proper residency permits or investment commitments. They are also required to eliminate the practice of nominee arrangements. The involved ministers and #agencies must report their findings within one month. This discussion comes in the wake of recent incidents involving the arrest of 18 Chinese nationals and the reported disappearance of three individuals affiliated with Good Time Steel Congo #Investment SARL in Lualaba province. In response to these events, the Chinese Embassy in the #DRC has voiced its concerns, urging Congolese authorities to locate the missing individuals and ensure their #safety. ERB Ensures Sufficient Fuel Reserves Amid Localized Shortages in Zambia The Energy Regulation Board (ERB) has confirmed that #Zambia currently has ample petroleum reserves to address recent fuel shortages seen in certain regions of the country. The ERB identified logistical challenges in cross-border fuel #transport as the main cause of these localized shortages. To alleviate the issue, the ERB has temporarily lifted certain movement restrictions on Petroleum Road Tank #Vehicles, allowing for faster deliveries and reducing supply disruptions. ERB Director General, Elijah Sichone, reported that Zambia holds 35.8 million liters of #diesel and 8.9 million liters of petrol, sufficient to meet the country’s immediate #fuel needs in the coming days. To ensure smooth fuel distribution, the ERB has strengthened its partnership with Oil #Marketing Companies, focusing on prompt fuel deliveries across all areas. Recent inspections of 612 filling stations revealed that 423 had both petrol and diesel, 138 had one or the other, while 51 stations had neither fuel available. Zambia plans to boost copper production The government plans to transfer more than 40 of its reserved permits to a state-owned enterprise. Zambia is poised to significantly increase its #copper production, with ambitions to more than quadruple output by the early 2030s, according to Bloomberg News. This ambitious plan requires substantial investment from companies to transition early-stage projects into fully operational #mines. Jito Kayumba, President Hakainde Hichilema’s special assistant for finance and #investment, revealed that over 40 mining permits will be transferred to a new state-owned enterprise, which will negotiate partnerships with potential investors while retaining minority stakes without operational involvement. Currently, First Quantum #Minerals and Barrick #Gold account for approximately two-thirds of #Zambia ’s copper production and have plans for future output increases. The state-owned entity will also manage #mining licenses and provide government-funded aerial geophysical survey data. Additionally, Zambia is encouraging collaborative efforts between investors, operating partners, and the state to develop new mining #projects. Congo’s State miner bids for Trafigura-backed cobalt projects The Democratic Republic of Congo’s (DRC) state-owned #mining company has submitted a bid to acquire Chemaf Resources’ local unit, after previously signaling opposition to a planned sale of the #copper and cobalt miner to a Chinese #investor. Chemaf, backed by Trafigura Group, spent nine months searching for a buyer before agreeing to sell to China’s Norin Mining in June. Although Chemaf is working to finalize that deal, it has faced pushback from the #DRC government and state miner Gecamines, which holds a crucial permit leased to Chemaf for its flagship project. Now, Gecamines has expressed interest in purchasing the company, according to a source familiar with the situation who asked not to be named because the information is not public. No further details were provided, except confirmation that an offer has been made to Chemaf. This development underscores Congo’s broader efforts to exert greater control over its mining #industry, where Chinese companies dominate #production. Copper Prices Expected to Increase as DRC and Zambia Gear Up for Higher Production Copper prices are expected to average around US$10,265 per tonne in the final quarter of 2024, according to estimates from Fastmarkets. Analysts at Reuters note that a positive economic outlook in both the United States and China will likely contribute to upward pressure on copper prices. Goldman Sachs has also forecast a gradual increase in copper prices, predicting they will reach US$10,100 per tonne by 2025. This anticipated rise is expected to enhance revenues for copper producers by the end of 2024, benefiting both companies and countries involved in copper production. The Democratic Republic of Congo (DRC), the world’s second-largest copper producer and Africa’s leading producer, is projected to benefit significantly from these trends. BMI forecasts a 4.5% increase in copper production in the DRC in 2024, which is expected to result in higher mining royalties for the Congolese government and increased export revenues. The Central Bank of Congo estimates that copper exports will reach $23.2 billion in 2023, accounting for 78.4% of the DRC’s total exports. Zambia’s mining sector also heavily relies on copper for its export revenues. GoviEx Uranium Completes Successful Metallurgical Testwork at Zambia’s Muntanga Project TSX-V-listed GoviEx Uranium has successfully completed a comprehensive metallurgical test program at Mintek in South Africa, aimed at validating the heap leach process for its Muntanga project in Zambia. The test results confirmed uranium recovery rates of 90% or higher from the main Muntanga and Dibbwi East deposits, which account for 80% of the project’s measured and indicated resources. Key findings included fast recovery times within 20 days, low acid consumption, and rapid kinetic rates, highlighting the potential for small on-off leach pads to be used in the project. The testwork encompassed comminution, agglomeration, 6-meter sulphuric acid column leaching, ion exchange, and uranium elution and precipitation across six mineralized zones, utilizing samples from a 2023 diamond drilling campaign. Tertiary Minerals Completes Inaugural Drilling at Mushima North Copper Project in Zambia Tertiary Minerals, listed on AIM, has successfully completed its first drilling program at the Mushima North copper project in Zambia. The initiative aimed to assess the A1 and C1 copper, zinc, and arsenic soil anomalies, which were identified during last year’s soil sampling efforts. The program involved 25 reverse circulation drill holes, reaching a maximum depth of 112 meters. Drilling was conducted in three traverses at the A1 anomaly and one traverse at the C1 anomaly. Metalkol Enters Copper Mark for Sustainable Production in the DRC Eurasian Resources Group’s (ERG) Metalkol operation in the Democratic Republic of Congo (DRC) has officially embarked on the Copper Mark assurance process, following the signing of a letter of commitment on September 12. The Copper Mark, established in 2020, is an assurance framework designed to promote responsible sourcing and production within the copper, nickel, molybdenum, and zinc value chains. The assurance process is voluntary, transparent, and independent, involving evaluations by approved third-party assessors to verify Metalkol’s compliance with rigorous standards for responsible production practices. By participating in this process, Metalkol aims to demonstrate its commitment to sustainable and responsible operations, aligning with the Organisation for Economic Cooperation and Development’s (OECD) Due Diligence Guidance for Responsible Supply Chains of Minerals. “Metalkol is the first tailings reprocessing site to commit to the Copper Mark assurance process,” stated Copper Mark Executive Director Michèle Brülhart on October 15. “Reprocessing mine waste is essential for minimizing long-term site impacts and maximizing production efficiency.” ERG Africa CEO Nicolas Treand highlighted the acceptance of Metalkol into the Copper Mark program as a significant achievement for ERG in Africa and the broader ERG group. “This process reflects our commitment to the highest sustainability standards and supports the responsible development of the DRC’s mining sector, which is critical to the country’s future.” https://lnkd.in/dr4MbjCj #Mining #MiningIndustry
