https://lnkd.in/gB4tuXTd This Substack Post from Alan's Newsletter examines China's Third Plenum of the 20th Party Congress, which was anticipated to signal, possibly, significant economic reforms. However, the outcomes were largely seen as disappointing by analysts: 1.   Instead of emphasizing market-driven policies, the plenum reinforced party-state dominance in the economy. 2.   The Declaration dropped references to the "decisive role of the market" seen in previous plenums, indicating a more statist approach under Xi Jinping. 3.   The focus remains on advanced technologies and "new productive forces" rather than shifting towards greater domestic consumption. 4.   There's continued support for state-owned enterprises, with only lip service paid to creating a level playing field for private firms. 5.   The Plenum emphasized aligning economic policy with national security, centered around the security of the Communist Party. 6.   Trade partners are likely to remain skeptical, potentially leading to continued or increased trade tensions with at least the US and Europe. 7.   China's weak domestic consumption contributes to overcapacity problems and macro imbalances. 8.   Some experts suggest the market's expectations were too high, and that the leadership is taking a more incremental approach to reform. I suggest that negotiating voluntary export restraints (VERs) with China might help mitigate trade tensions in the absence of WTO involvement. Overall, the Plenum represents a missed opportunity for significant economic reforms, with potential consequences for global trade relations especially if there is a second Trump Administration. Another great episode of InFocus with Ejaz Haider in conversation with Tong Zhao on "Understanding China's Nuclear Thinking". The discussion focuses on China's nuclear strategy and thinking, including its commitment to no first use and the increase in its nuclear capabilities. The discussion highlights that there is a growing gap in threat perception between China and the US, which poses a challenge to bilateral nuclear stability. Following are the key themes from this conversation: 🚀 China's concern about US technological advancements, particularly in missile defense, undermines its confidence in its nuclear deterrence. China's fear that the US could neutralize its nuclear second strike capability, drives its pursuit of technological advancements and the increase in its nuclear warheads and delivery systems. 🛡️ The US's interest in intercepting a small number of Chinese strategic missile strikes challenges China's nuclear second strike capability. China's assumption of absorbing a disarming US first strike and having only a small number of surviving nuclear weapons leads to concerns about the credibility of its nuclear deterrence. 🌊 China's pursuit of power projection in the South China Sea and East China Sea creates threat perceptions among regional countries. These countries, such as Vietnam and the Philippines, become more worried about China's conventional military aggression, which in turn pushes them towards the United States and opposes China's desire for a no first use policy. ☮️ The US is open to considering China's proposal for a treaty on no first use, but questions China's nuclear development in relation to such a treaty. The US is unsure on how China's nuclear capabilities align with the principles of a multilateral no first use treaty. China's ICBM launch into the Pacific Ocean on 25 September drew tremendous media attention and questions about Beijing's intentions and messages. China's announcement was terse, but it cryptically noted that unspecified countries or a country was notified in advance of the launch, which is a classic confidence building measure to reduce the risk of miscalculation. Not knowing yesterday that Beijing had notified Washington, I raised some of the potential implications of the launch, as well as the implications for US-China military-to-military relations and the opportunities to develop strategic stability through bilateral engagement in my interview with CNA. I was quite gratified to learn today that Washington was, in fact, notified by Beijing in advance of the launch, underscoring Beijing's appreciation of risk reduction. Hopefully, this episode opens the door for additional dialogues, mechanisms, and channels to enhance strategic stability. My new office at RSIS | S. "the #US and its allies and partners must invest much more in diplomacy with #China, in addition to bolstering military deterrence." 2. "the United States and key allies like #Japan should make a sustained effort to establish a durable crisis prevention and management dialogue with China involving each nation’s foreign policy and security agencies" Open societies like the US allow for this open dialogue about US China relations. The China, Japan, ROK joint statement at the link: https://lnkd.in/eGu2RBuA I can make the case that "political settlement" of the Korea peninsula issue can be interpreted as support for peaceful unification in accordance with paragraph 60 of the 1953 Armistice that call on nations to support the political settlement of the "Korea question." The Korea questions refers to the unnatural division of the peninsula. "35. We reaffirmed that maintaining peace, stability and prosperity on the Korean Peninsula and in Northeast Asia serves our common interest and is our common responsibility. We reiterated positions on regional peace and stability, denuclearization of the Korean Peninsula and the abductions issue, respectively. We agree to continue to make positive efforts for the political settlement of the Korean Peninsula issue."

Coming US Tariffs in Response to China’s “Cheating” and “Overcapacity” Will Lead to Retaliation, Impacting Businesses and Investors Globally China will “take all necessary measures” to defend itself if the U.S. imposes new tariffs on its exports. They will wait and see what the tariffs cover and how they are rolled out. Then they will act. Agriculture will most likely be hit. Retaliation could also take the form of non-tariff barriers such as slow-rolling regulatory approvals for US companies. PRC could also retaliate with more export bans on certain critical materials, or block Chinese companies using semiconductors from Intel or other American companies. The Future of Central Asian Integration in the Shadow of U.S.-China Confrontation Together with Abakhon Sultonazarov, we decided to consider issues of integration in Central Asia against the background of the emergence of such formats as the B5+1 and the China-Central Asia Secretariat. Here are our five key conclusions: 1. Central Asian countries increasingly delegate the process of institutionalizing regional cooperation to external actors like the U.S. and China, as evident from initiatives such as the B5+1 Business Forums and the China-Central Asia Secretariat. This delegation is partly due to the slow intraregional integration among the Central Asian states themselves, which often unite only in response to immediate threats or crises. 2. Both the U.S. and China have shaped their engagement in Central Asia around economic integration and security cooperation. These external powers contribute to institutional frameworks that promote strategic economic cooperation, as well as address regional security challenges. This includes fostering regular high-level summits and business forums aimed at enhancing regional economic ties. 3. While external involvement has brought structured dialogue and cooperation to the region, it also poses challenges to regional autonomy. Central Asian nations must balance the interests of influential external actors, which complicates finding common regional solutions and can influence domestic and foreign policies in favor of these more powerful partners. 4. Unlike regions with strong supranational coordinating bodies like the EU, Central Asia lacks a central coordinating mechanism, making it more reliant on external frameworks for institutional cooperation. The text suggests that adopting an approach similar to other intergovernmental organizations could help Central Asia increase its autonomy and internal cooperation by using effective coordination structures and a unified regional stance. 5. The U.S. and China have distinct approaches to their engagement in Central Asia. The U.S. tends to support business community involvement to promote economic integration and lower trade barriers, while China focuses on state-level cooperation, emphasizing infrastructure and long-term economic integration through initiatives like the One Belt, One Road project. This divergence reflects the broader strategic goals of each power in the region, with the U.S. emphasizing regional trade cooperation and democratic values and China focusing on creating economic dependencies and regional connectivity. https://lnkd.in/dJXwvxAC

Hu Xijin recently elaborated his thoughts on when and why military force would be a valid means for unifying Taiwan with the People's Republic of China. Juan Zhang summarized Hu's recent reflections for the The Carter Center's U.S.-China Perception Monitor. This is the first piece I've edited in my new position, which I suppose gives me some room for editorializing. At least within Hu's thinking, this is the classic idea of quantitative increases leading to qualitative change. Ever more peaceful (read: other than military aggression) policy changes will eventually lead unification. In that respect, there may not be too much that is new underneath the bluster.
