ASK NAT, Tax Professional QUESTION: I hear many people are moving from California and New York to states like Texas and Florida because of the income tax why is this? ANSWER: California and New York collect the most income taxes, typically measured by the total revenue generated from state income taxes, other high-income states include: 1.     California: California has a progressive tax system with high rates for high-income earners, generating significant revenue. The Progressive tax rate ranges from 1% to 13.3%. 2.    New York: Like California, New York has a progressive tax system and a large population contributing to its high-income tax revenue. The progressive tax rate ranges from 4% to 10.9%. 3.     Illinois: Illinois has a flat tax rate and a large population, resulting in substantial income tax revenue. Flat tax rate of 4.95%. 4.     Pennsylvania: Pennsylvania also has a flat tax rate of 3.07%. and a sizable population, leading to considerable income tax collections. 5.     New Jersey: With a progressive tax system and high-income earners, New Jersey collects a substantial amount of income tax. Progressive tax rate ranging from 1.4% to 10.75%. 6.     Massachusetts: Massachusetts has a relatively high flat tax rate and a wealthy population, leading to significant income tax revenue. Flat tax rate of 5%. 7.     Virginia: With its progressive tax system and affluent population, Virginia also collects a large amount of income tax. The progressive tax rate ranges from 2% to 5.75%. 8.     Ohio: Ohio's combination of a progressive tax system and a large population results in significant income tax collections. The progressive tax rate ranges from 0% to 3.99%. 9.     Minnesota: Known for its progressive tax rates and relatively high income levels, generates substantial income tax revenue. The progressive tax rate ranges from 5.35% to 9.85%. These states rely heavily on income tax as a significant source of their revenue, which is influenced by their tax structures and population demographics. Texas and Florida do not collect state income tax. However. The second criterion of the CFPB's Advisory Opinion on Earned Wage Access (EWA) focuses on accrued wages. First, the employer must provide data to calculate the employee wages. Second, the amount of the EWA transfer can be, at most, the accrued value of earned wages. The CFPB drew the analogy of the wages an employee would be entitled to if the employee separated from the job. 👉 Without data from an employer, it is impossible to verify the wages earned. Why does the CFPB focus on the “accrued value of earned wages?” This goes back to a revision of Regulation Z and whether borrowing against an insurance policy or retirement plan is, in fact, a loan. The determination was that in such instances, the consumer is not borrowing but rather using their own money. In the same way, accurate accrued wages are the employee's own money, not a loan. 👉 However, the wages must be accurately calculated from employer data (no guessing or estimates). A Donor Advised Fund (DAF) maximizes tax benefits. Rather than give money or stock to your favorite nonprofit(s), you give to your fund instead. You receive a tax deduction when you contribute money to it, but don’t distribute money to charity until you want. Begin by establishing your fund with a bank, investment company or charity. It then invests and hopefully grows the fund. When you want, you can then advise the administrator to make a gift from it to your favorite nonprofit(s), improving the lives of others. One of the best benefits of the fund is you can time your donations for maximum income tax deductibility. With your fund, you can put money in it when it fits in your tax plan and distribute money from it when you want. This gives you the control and freedom to make contributions (and receive income tax benefits) when you choose.
