Accounting/Fiscal Manager I (61031531)

Job Responsibilities

Supervises project accounting staff in the day to day operations. Prepares performance evaluations. Coaches, counsels and trains employees, monitors work processes, promotes initiatives, and teamwork within the organization.

Ensures dependability and accuracy of project accounting related activities. Manages and reviews the verification of the accuracy of system operations to ensure the system output correctly reflects the flow of transactions from initiation of transaction through general ledger entry and reporting. Reports issues and actions taken to correct to management.

Manages and reviews the routine analysis and reconciliation of project and sub-ledger activities to determine correctness and accuracy of financial information. Ensures all reconciliations include supporting information from both sources being reconciled, along with, the items needed to resolve the reconciling item(s). Conducts and coordinates monthly balance sheet reviews.

Provides financial reporting and financial statements as assigned and required. Reporting may be for internal and external purposes and from any and all systems used to house financial information. This includes FHWA reporting to include federal assistance and FHWA Status reports. Ensures that all interfaces are accurately and timely posted to the accounting system.

Assists with the management of the year-end financial audit of SCDOT, and prepares year-end financial statements in accordance with Generally Accepted Accounting Principles (GAAP). Reviews and/or prepares schedules, footnotes, financial reports, adjusting, and closing entries. Works with management on review, correction and response to any external audit firm recommendation, and/or findings.

Assists with financial billing and payment reviews and audits by FHWA, the State Auditor, or others including the response of audit findings. Implements corrective action as needed. Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor's degree in accounting, finance, business or a related field and three (3) years of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
