Air Quality Specialist

BB&E team members provide environmental consulting, facilities engineering and program/project management services to federal and private sectors.

Position Summary

BB&E is looking for an Air Quality Specialist to assist NASA Ames Environmental Research Center Support Services Contract (ESS) under our Advisory and Assistance Services (A&AS) Business Line (BL), to provide environmental services to the NASA Ames Program Team

Job Duties & Responsibilities

  • Lead the Air Program at NASA Ames.
  • Interpret Bay Area Air Quality Management District (BAAQMD), State (ARB), Federal (EPA) and local rules/regulations and review permits to ensure compliance with these regulations.
  • Support implementation of GHG program compliant with Federal, State, and local laws, regulations and Executive Orders, and NASA policies and procedures.
  • Identify potentially new/modified source(s) of regulated air pollutant(s) to determine if a permitting action is required. Prepared applications as required.
  • Review and update data for air permit sources and prepare and submit air permit modifications as required. Retire permits if process qualifies for an exemption.
  • Deliver air permits to the designated personnel and provide training to each individual on the terms and conditions of the permit they are given.
  • Complete data entry and maintain NASA ’ s Air Permit Tracking System (APTS) to track material usage or hours of operation to demonstrate compliance with usage/operational limits generate throughput reports, track facility-wide emissions to validate/maintain NASA ’ s designation as a synthetic minor and update SDSs and emissions factors. All permitted sources, permit conditions, permit holder information, location and other required fields shall be entered into the APTS.
  • Review and provide recommendations for Ames Product Review for Hazardous Chemical Purchase for air quality compliance with BAAQMD.
  • Prepare monthly Air Quality Non-Compliance Assessment Report for ARC permit holders.
  • Review and update data for the In-Use Off-Road Diesel Vehicle Regulation using the Diesel Off-Road Online Reporting System (DOORS).
  • Review and update data for the Large Spark-Ignition (LSI) Engine Fleet Requirements regulation using the CARB on-line system.
  • Submit air quality compliance records provided by permit holders as requested by BAAQMD. Coordinate, schedule, and provide on-site support to physical compliance inspections by BAAQMD personnel.
  • Prepare corrective action plans in coordination with permit holder for non-compliant findings from the air quality compliance inspections performed by BAAQMD.
  • Prepare Bay Area Air Quality Management District (BAAQMD) Throughput Report.
  • Prepare transmittal letter regarding annual flow test rate for the Arc Jet facility.
  • Prepare report on greenhouse gas emissions data under AB 32, the Global Warming Solutions Act 2006.
  • Provide support and participate in NASA HQ Energy and Environmental Functional Review (EEFR), annual self- assessments, and other audits and inspections.
  • Provide guidance/comments as part of the construction permit review board for projects which may affect air quality management at NASA Ames.
  • Conduct leak testing of regulated toxic gas cylinders as requested.
  • Maintain, update and distribute upon Government approval Toxic Gas Inventory quarterly.
  • Conduct toxic gas user compliance assessments annually.


Key Qualifications

  • Experience reviewing air permit sources and optimizing practices to save costs in permit fees for industrial and/or federal facilities.
  • Must have site assessment experience, be able to analyze data, write reports, and present results to NASA Technical Managers.
  • Must possess experience coordinating with outside stakeholders and regulators on air technical and policy issues.
  • Must have excellent communications skills
  • Well versed with MS suit of software, including MS Teams


Education

Experience & Education

  • Minimum 5 years of experience as an engineer developing and reviewing air permit applications for Air Quality Management Districts in CA
  • The Air Quality specialist must also have a bachelor’s degree in environmental science or engineering·


Physical Requirements

  • Lifting/carrying up to 50 lbs.
  • Ability to sit/stand for extended periods of time.
