Summary

The Associate CFO, Financial Strategy and Operations (ACFO FSO) serves as the primary advisor to the CFO, overseeing financial management strategy and innovations, customer relationship management, financial management governance, audit management, enterprise financial management services, and financial system operations and modernization efforts that enhance the overall financial management portfolio for the Office of Personnel Management (OPM).

Duties

The Associate Chief Financial Officer Financial Strategy and Operations provides support and guidance in the planning, design, development, and operation of complex automated and integrated accounting and financial management systems. In addition, the incumbent ensures that OPM's financial strategy and operations adhere to government-wide financial management objectives and policies promulgated by Congress, the Office of Management and Budget, the General Accounting Office, and the Department of the Treasury. If selected, you will be responsible for: Overseeing and coordinating the execution of the agency's financial management vision and strategy. Works with internal and external customers and stakeholders to guide their adoption of financial management policies, procedures, and tools in carrying out their organization's mission. Formulating short- and long-term strategies that align with the OCFO organizational goals and objectives, promotes a culture of innovation within FSO and OCFO, and establishes and maintains partnerships internal and external to the agency that support strategic initiatives and priorities. Developing and leading customer experience strategies that result in high service quality and customer satisfaction standards by analyzing and designing the customer engagement roadmaps to ensure seamless and positive experiences across all financial management touchpoints with OCFO. Chair committees and forums to share, collaborate, and obtain customer and stakeholder participation and engagement in developing and maintaining financial tools and services. The incumbent routinely assesses financial management tools, services, and operations to enhance customer experience and adoption. Leading Federal Shared Service Provider relationships, establishing requirements, monitoring performance, managing governance, and resolving conflicts and issues resolution.

Requiremennts

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation This position is not eligible for inclusion in a bargaining unit All federal employees are required to have direct deposit Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served. Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978. This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification (TQ), listed below. ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Technical Qualification (TQ): Demonstrated expert knowledge of financial management related to financial systems implementation, operations, and maintenance.
