The ideal candidate will lead our efforts in identifying, pursuing, and securing federal opportunities, overseeing the entire capture management lifecycle from inception to submission. Working closely with subject matter experts (SMEs), program managers, and executive leadership, the Capture Manager will play a pivotal role in developing compelling proposal content.

We are looking for a team member with extensive federal capture experience, particularly in the areas of training, human capital, and workforce-related services, including but not limited to human resources, operations, planning, executive coaching, leader development, management consulting, and IT transformation services.

Collaborating closely with our executive team, the Capture Manager will ensure strategic alignment, responsiveness, and governance across large contract vehicles, ongoing projects, potential clients, and open bid requests. Effective communication and relationship-building with both internal and external stakeholders will be essential in this role.

Principal Duties And Responsibilities

  • Craft comprehensive federal government proposal responses, from initial RFP analysis to final submission, ensuring alignment with client requirements and strategic objectives.
  • Conduct thorough research on assigned opportunities, devising winning strategies to maximize success.
  • Utilize the small business, 8(a), and HUBZ expiring contracts database to identify pertinent leads and opportunities for business growth.
  • Facilitate the development of proposal strategy, themes, and discriminators to effectively differentiate CHCI's offerings.
  • Create and maintain proposal management tools, including compliance matrices, to ensure adherence to proposal requirements throughout the development process.
  • Writing proposals and/or identify subject matter experts capable of contributing substantively to proposal content.
  • Oversee the logistics of proposal submittal, ensuring timely delivery of final documents.
  • Update the proposal database with finalized resumes, project descriptions, and past performance data in accordance with the proposal close-out process.
  • Proactively develop and implement proposal planning processes, including directives, outlines, schedules, and budgets, to drive successful outcomes.
  • Lead productive proposal preparation, kickoff, and review meetings, ensuring alignment with client expectations and internal goals.
  • Coordinate timelines and proposal outlines, assigning responsibilities to contributors for seamless execution.
  • Provide guidance to writers and editors, emphasizing strategy, themes, and discriminators to enhance proposal effectiveness.
  • Review all proposal updates and changes, ensuring accuracy and compliance with RFP/RFI requirements.
  • Coordinate contract-related documents, such as non-disclosure agreements and teaming agreements, with the compliance team to facilitate smooth contract negotiations.
  • Support startup and transition activities, bridging the gap between proposal development and actual implementation.
  • Manage CHCI's participation as both a prime and sub-contractor in major contract vehicles, including GSA, SeaPort-NxG, and USA Learning, ensuring compliance and maximizing growth opportunities.

Requirements (Knowledge, Skills, And Attributes)

The ideal Capture Manager is a seasoned consultant, driven, and proactive individual poised to enhance CHCI’s long-term business prospects. They exhibit strong critical thinking abilities, exemplary research and writing skills, and proficiency in digital communication. Moreover, they possess a sociable demeanor and excel as strategic communicators within the Federal government contracting and procurement landscape.

  • Minimum of eight (8) years' experience in capture management, proposal management, or related roles within government contracting.
  • Exceptional attention to detail and organizational prowess to ensure accuracy and efficiency in all tasks.
  • Proficient in time management and multitasking, capable of handling multiple priorities concurrently.
  • Ability to thrive independently or collaboratively within a team environment, as dictated by project requirements.
  • Advanced proficiency in MS Office suite, particularly MS Word, PowerPoint, and Excel, including the ability to create templates, utilize styles, and employ formulas effectively.
  • In-depth knowledge of Federal and Department of Defense (DoD) contracting regulations, including FAR/DFARs.
  • Willingness to undergo and successfully pass any mandated background checks.
  • Robust understanding of the government procurement environment and acquisition processes.
  • Strong critical thinking skills coupled with a knack for problem-solving to navigate complex challenges effectively.
  • Demonstrated ability to analyze information meticulously and maintain acute attention to detail.
  • Excellent verbal and written communication skills to convey ideas clearly and persuasively.
  • Proficiency in discerning customer needs, crafting compelling value propositions, and synthesizing input from diverse sources.
  • Proven track record of building and nurturing relationships, exhibiting outstanding interpersonal, team building, and networking abilities.
  • Capability to manage conflicting priorities adeptly and deliver high-quality work within specified deadlines.

Education:

  • Minimum of a bachelor’s degree in a relevant field, such as Business Administration, Public Administration, or a related discipline.

Experience:

  • Minimum of 8 years of demonstrated proposal writing/management experience within the Federal consulting arena.
  • Proven business development experience, including identifying and cultivating opportunities, tracking solicitations, devising effective capture plans, and crafting winning proposals.
  • Extensive background in government contracting with a deep understanding of major contract vehicles such as GSA, SeaPort-NxG, USA Learning, among others.
  • Proficiency in utilizing platforms like GovWin, SAM.gov, Federal Compass, and USAspending.gov to gather market intelligence and identify business opportunities.
  • Advanced proficiency in the Microsoft Office suite (Word, Excel, and PowerPoint) to efficiently manage and present data and information.
  • Desirable: Previous work experience within the federal government, either in military or civilian roles, providing valuable insight into government operations and procurement processes.
  • Greatly Desirable: Understanding of Title 25, Buy Indian Act, and Alaska Native Claims Settlement Act.

Security Clearance:

  • Candidates must be eligible to obtain and maintain at the minimum a suitability level government clearance, demonstrating suitability for handling sensitive government information.

Travel:

  • Potential travel within the Washington, DC Metro area maybe required.
  • Occasional travel within the Continental US may be requested quarterly to attend meetings, conferences, or client engagements, demonstrating flexibility and readiness to accommodate business needs.
