Reporting to the President/CEO, the Chief Clinical Officer (CCO) is responsible for achieving the growth, quality, financial, and outreach goals described in the agency’s strategic plan, Annual Business Plan. To achieve these goals, the CCO’s major areas of oversight will include team management, budget, strategy, innovation and differentiation through Clinical Analytics and the promotion of RVNAhealth quality and excellence. The CCO is responsible for overseeing Home Health, Hospice, Quality Assurance & Performance Management (QAPI), Compliance, Rehabilitation Services, Community Health & Wellness.

Principal Responsibilities:

Workflow / Process

  • Assume responsibility and have authority for maintaining the quality of patient care for all clinical services, in accordance with the Agency’s mission, vision and values, policies, procedures, and standards of nursing practice, through utilization review and evaluating the services rendered to patients.
  • With all direct reports, develop and execute annual department goals, budgeting and evaluation activities related to the clinical services of the agency; assist with planning and executing evaluation of all Agency programs annually, including Emergency Preparedness, to meet identified needs/gaps in service or new technology.
  • Assume responsibility for clinical data analytics, dashboards, and recommended changes for improved results.
  • Assume responsibility for overall safe and compliant delivery of care as per all State and federal regulations.
  • Serve as an active member of the Strategic Action Committee collaborating with the CEO and other agency leadership on idea generation, planning and implementation.
  • Direct the management of clinical information systems and data throughout the organization.
  • Maintains a current knowledge of marketplace activities, industry trends and competitive intelligence, using this information to adjust plans accordingly.
  • Identifies needs for training and education and provides constructive feedback, based upon observation and interaction, to team members.
  • Establishes performance standards for each direct report, with corresponding performance measures.
  • Serves as the internal Corporate Compliance Officer working collaboratively with the governing body, and the Corporate Compliance external whistleblower. Prepares quarterly Compliance reports.
  • Oversees DPH Licensure, surveys and onsite visits, and CHAP Accreditation.
  • Establishes an efficient workflow and relationship with all departments, ensuring that the infrastructure and processes support the overarching goals.
  • Directs management and promotes utilization of HomeCare HomeBase clinical data and SHP initiatives bringing information to managers and clinicians for integration into daily operations.
  • Produces and presents departmental statistics to be used in the evaluation of organizational, team and individual performance, achievement of key indicators and to be presented to potential partners and referral sources to demonstrate the value provided by the organization.
  • Participates in presentations, sales calls and relationship-building activities.
  • Promotes RVNAhealth, representing the agency as a professional healthcare provider and value-added resource.
  • Ensures continuous competitive analysis to identify key competitors and RVNAhealth’s unique selling proposition in the home healthcare and hospice service lines.
  • Collaborates effectively with the Care Coordination and Business Development departments to ensure that they have the information required to open cases in a timely and effective manner.
  • Identifies opportunities for new sources of referrals, revenue or partnership and develops appropriate plans to address them. Engages the agency leadership team as needed in plan development and/or execution.
  • Recruits, selects and employs personnel ensuring effective operations within productivity standards and budgetary guidelines.
  • Promotes a culture of growth, service excellence and collaboration.
  • Monitors HHC outcomes, HHCHPS, 5-star rating system, HCHB and SHP data to analyze monthly statistical data and reports trends that affect agency positively or adversely.
  • Update RVNAhealth Policies and Procedure Manual on an annual basis.
  • Identifies needs/gaps in services, programs, and new technology across all departments.
  • Represents the organization in senior level relationships and collaborates with the executive management team in the development of higher-level strategic initiatives .
  • Drives Value based Purchasing model to a positive value add for RVNAhealth.


Management

  • Assures the teamwork and integration of interdisciplinary teams in Home Health including Case Management, QAPI and Education.
  • Directly supervises the clinical management of the nursing staff in accordance with nursing standards, DPH and Federal regulations, and the policies and procedures of RVNAhealth.
  • Directly supervises Rehab Services in accordance with rehabilitation standards, DPH and Federal regulations and the policies and procedures of RVNAhealth.
  • Directly supervises the Director of QAPI, ensuring the accurate documentation, audits, reviews and education are maintained and measured.
  • Directly supervises the Community Health & Wellness management team.
  • In collaboration with Director of Human Resources, maintain staffing levels aligned with business needs through use of Predictive Staffing Methodology .
  • Evaluate potential hires or transfers to assure that candidates meet both technical requirements and the behavioral expectations and cultural fit with RVNAhealth
  • Establish training and professional development plans which include KPIs and KPBs (including orientation, in-service education, and QAPI education, and knowledge of RVNAhealth wide services to better meet unmet patient needs).
  • Evaluate performance of staff against goals, action plans and outcome metrics (both technical and behavioral) and address performance improvement needs.
  • Manage the Annual Performance Evaluation process across departments.


Qualifications:

  • Proven healthcare and clinical leadership background with demonstrated knowledge and success in home health care and hospice with expertise in marketing, public relations or communications.
  • Successful experience in managing a team of professionals to get results.
  • Bachelor’s degree in relevant discipline. Master’s Degree in Nursing or HealthCare Administration preferred. Clinical background or extensive industry experience required .
  • Ability to stay on top of trends in the health care industry with particular focus on competitive analysis, growth, innovation and clinical technology.
  • Knowledge of applicable State and Federal regulations, Medicare COP’s, DPH State licensing regulations, Utilization review, and CHAP accreditation.
  • Computer proficiency, including MS Office software, HomeCare HomeBase and SHP; ability to learn and successfully utilize electronic medical records. Ability to compile and analyze data to be used for management and marketing purposes.
  • Ability to develop clinical programs and processes, purpose for sales calls, and sales tools to differentiate an agency.
  • Excellent verbal and written communication skills. Strong interpersonal skills a must in order to effectively enhance relationships with the communities we serve, including the internal organization. Excellent public presentation skills.
  • Highly organized and able to manage multiple projects, people and deadlines at one time.
  • Able to work independently with minimal supervision getting results in a fast paced environment.
  • Must be industry and market savvy in order to recognize and address business development opportunities for the agency.
  • Ability and willingness to follow agency policies and procedures, work as a team member, supporting agency programs and services, and represent RVNAhealth in a positive professional manner.
