The COO reports to the CEO and leads the internal daily planning, implementation, management and oversight of the organization. This position is responsible for the consistent implementation and achievement of the organization’s mission and financial objectives. The COO will directly supervise the leadership team comprised of the organizational Directors of Reconciliation Services (Directors) and will serve a variety of roles and responsibilities when critical positions are vacant.


Responsibilities include: 

Organizational, Financial and Operational Management 

  • Works with the CEO to implement and develop strategies to ensure the organization achieves its mission and financial objectives. This includes providing leadership to Directors and their staff in implementing and advancing organizational, programmatic, and financial plans and carrying out organizational plans and policies. 


  • Ensures that the CEO is kept fully informed on the financial, programmatic, and operational condition of the organization and important external factors that could potentially impact operations. This includes presenting organizational reports to the CEO weekly.


  • Responsible for effective administration of Reconciliation Services operations.
  • Ensures all programs and departments meet the short-term and long-range plans, and budgets, based on defined organizational goals and growth objectives as determined by the CEO.
  • Responsible for strategic financial analysis in coordination with the Director of Finance and for advising the CEO of financial risks and opportunities.
  • Provides day-to-day operational leadership and support to Directors that mirrors the mission and core values of the organization.
  • Maintains a working knowledge of significant developments and trends in the field related to the mission of Reconciliation Services. 
  • With the highest level of personal and professional integrity, manages the Directors who, in turn, manage the resources, activities and programs of the organization.
  • Helps ensure proper program and grant outcome reporting and data collection is implemented through the Directors to inform organizational strategies, management and evaluation.
  • With the CEO, develops succession plans for future leadership needs and ensures the Directors develop succession and HR plans to meet overall organization needs.
  • Oversees physical operations and building maintenance for Reconciliation Services’ facilities, including the management of all maintenance staff, third-party service providers and vendors.


  • Responsible for the fiscal integrity of Reconciliation Services. Oversees the development, management, and maintenance of sound financial practices. 
  • Oversees the development of an annual budget and mid-year budget update with the staff and ensures that the organization operates within budgetary guidelines and maintains adequate funds that permit the organization to carry out its work. 
  • Implements plans, audits and actions to minimize financial and operational risks to the organization.
  • Ensures the maintenance of operational records and documents, and compliance with federal, state and local regulations, as well as any compliance required for organizational contracts or subcontracts. This includes ensuring tax records are maintained and filed on a timely basis, and that any required audits are fully executed.
  • Monitors monthly financial reports to assure that revenue targets are met and expenses are controlled.


Human Resources 

  • With the approval of the CEO, oversees the recruitment, employment, and release of all personnel, both paid staff and volunteers through the Directors. This includes ensuring that job descriptions are developed, compensation packages are maintained, regular performance evaluations are held, and that overall sound human resource practices are in place. 


  • Promotes active and broad participation by volunteers in appropriate areas of the organization’s work. 


  • Maintains a climate that attracts, retains, and motivates a diverse and culturally competent staff of top quality people. This includes encouraging staff and volunteer development and helping staff to understand how their work aligns with, and contributes to, the greater organization. 


Development Marketing-Communications and Community Outreach 

  • Ensures there is a comprehensive organizational development and fundraising strategy incorporating a marketing and communications plan that promotes the mission, goals and programs of the organization, while moving towards financial sustainability. This includes donor, volunteer and community outreach that utilizes digital, social and traditional media, fundraising campaigns, events and other creative components of a highly functioning development and communications plan. 


  • Ensures that the Senior Leadership Team establishes sound working relationships and cooperative arrangements with community groups and organizations, such as neighborhood leaders, foundations, and other relevant groups and individuals in the community. This also includes representing the programs and viewpoints of the organization to agencies, organizations, funders, government entities, and the general public.
