What You’ll Do

In partnership with the Chief Information Officer, they are responsible for development and maintenance of the organization’s data ecosystem and analytics architecture. In partnership with the Chief Operating Officer, they ensure programs are supported with the data, training and tools to drive continuous improvement. The CQIO is responsible for strategic leadership, content expertise, management of complex systems, and ownership of capacity building activities in all areas of evaluation, documentation, and data-driven performance measurement and management across all programs. Key responsibilities include but are not limited to:

  • Provide strategic leadership in how the organization approaches performance measurement and management (PMM), building upon our existing system’s strengths and empowering employees at all levels of the organization to work collectively to accomplish the agency’s mission.
  • Lead the design of PMM solutions and to deliver effective and engaging analytics tools (dashboards & reports) that ensure all levels of staff have the information they need to make decisions.
  • Lead the planning, design, and implementation of evaluation projects, and ensure continuous pipeline of high-quality, impactful evaluation projects that improve service delivery and add to the sector’s evidence base.
  • Advance the agency’s monitoring, evaluation & learning (MEL) capacities and strengthen the organization’s culture of applying knowledge towards program improvement.
  • Partner with senior program leadership on efforts that advance the organization’s capacity to translate evaluation findings into actionable insights, including adapting performance metrics and indicators, applying learnings to program planning/development, and identifying opportunities for external partnerships and/or sector-level advocacy.
  • Oversee evaluation or research projects with external partners, including managing contracts, engaging with internal and external stakeholders, representing ICL in external settings, and ensuring adherence to appropriate compliance and privacy standards.
  • Partner with Information Technology leadership to:
    • Guide the strategy, architecture, and use of data warehouse, data/reporting platforms, and other custom data applications.
    • Establish a data governance plan that defines data ownership, roles, and responsibilities within the organization, fostering a culture of data stewardship and accountability.
    • Assess and catalog existing data assets, data sources, and data flows to identify data governance gaps and opportunities for improvement.
    • Design and manage a data integrity plan and support data integrity efforts throughout the agency.
    • Identify, evaluate, and manage efforts to integrate new data sources that enhance analytics, evaluation, and business intelligence visualizations.
    • Ensure tools used are best in class, agency staff are trained on technology, data tools, and analytics platforms, and that skills are up-to-date.
  • Work with IT, Program, and Compliance to ensure that we are enforcing best practices and compliance standards for data privacy and security.
  • Work closely with other administrative functions including human resources, workforce development, IT, finance, entitlements and others to support efforts to improve the quality and effectiveness of their services.
  • Partner with internal stakeholders to design and conduct trainings and other capacity building activities around a variety of topics, including, but not limited to: performance measurement & monitoring, usage of analytics tools, logic model development, and program planning.
  • Support other department efforts that require data and evaluation projects.
  • Participate as the staff lead to the Board of Trustees in relevant committee that require data, research, quality, and/or outcomes measurement.
Qualifications

  • Master’s degree in a related field (Social Services, Public Health, Public Administration, Information Systems, etc.), or equivalent experience, with a minimum of seven years’ experience in human services program management, evaluation, quality improvement, homeless services, consulting, or related field.
  • Minimum of five years of supervisory experience and strong skills in team building, mentorship, coaching, and staff development.
  • Strong knowledge of performance measurement and management approaches, and track record of designing and delivering data collection, monitoring, and evaluation systems within nonprofit settings.
  • Demonstrated knowledge of quantitative and qualitative evaluation approaches, statistical analyses, and experience in conducting evaluations.
  • Strong quantitative skills and advanced proficiency with advanced data analytics tools and visualization software
  • Experience working with programs that serve adults with mental health and/or substance use issues.
