Child Development Program/Childrens Center Administrator

QUALIFICATIONS: This position requires knowledge of current trends, innovations, and practices in all areas of education; applicable federal, state and local laws governing child development programs; district policies and administrative directives; principles and practices of management and supervision, including assigning and reviewing work, performance appraisal, discipline and employee selection and development; principles and techniques of public relations to establish and maintain effective relationships with the public and all levels of management, faculty and staff.

Must possess the skill to provide leadership to committees, workshops, and various types of group meetings; meet state-mandated reporting in a timely manner; maintain accurate files and records; interpret and successfully implement District policies, objectives and directives; analyze complex and varied data/information from a variety of sources, develop practical and applicable alternatives with justifications, determine the appropriate solution and successfully implement; communicate effectively and tactfully in both oral and written forms; prepare a variety of reports and presentations; estimate time, labor and equipment needs for assigned projects and specified activities; coordinate and oversee assigned functions within a given time frame and limited resources; supervise, motivate and evaluate the work of others; prepare assigned budgets and effectively and realistically control and monitor expenditures; establish and maintain effective work relationships with those contacted in the performance of required duties.

Must possess the ability to insure compliance with district, state and federal regulations; recommend and implement policy for the Child Development Center; prepare written policies and procedures for the Center’s operation, consistent with all applicable regulations; coordinate classified personnel services for Child Development programs, to include recruitment, selections, and assignment of personnel; engage in continuous program evaluation with staff and plans for program improvements; provide leadership, direction, and evaluation to the Child Development Center staff; submit all required data and reports in a timely manner; assure that all records are in compliance with funding and/or regulatory agencies; prepare and submit annual budget within the constraints of the funding of the Center; supervise the expenditures of the budget, inventory and distribution; supervise the development and implementation of the curriculum for children within the program; apply information related to current research in the field of Child Development to the program; write and apply for grants to fund quality improvements as appropriate; support and/or develop professional growth opportunities for Center staff; make presentations to the community regarding the Child Development program when appropriate; demonstrate respect for families, children and staff; provide articulation with related District and community programs and serve as an advisor in program related matters; work collaboratively and utilizes effective problem-solving techniques and conflict resolution models; review, monitor, and evaluate the condition of sites and equipment to ensure their cleanliness, appropriateness and safety; ensure that the meals are culturally and developmentally appropriate for the children being served and shall meet the nutritional requirement specified by the federal Child care Food or the National School Lunch program; develop and implement a parent education component; establish and implement an active Parent Advisory Committee which addresses issues related to services to families and children; perform other duties as assigned.

EDUCATION AND EXPERIENCE: Bachelor’s Degree, including 24 ECE/CD units with core courses, plus 6 administration units and 2 adult supervision units. Master’s Degree in ECE/CD or Child/Human Development preferred; training and emphasis in the area of Child Development or Early Childhood Education; experience in administering child development programs, managing multiple budgets with a variety of funding sources, supervising or teaching in early childhood or pre-school programs, supervising program personnel, and coordinating parent groups and community agencies. Knowledge and experience of First 5 Kern grants.

Possession of a Child Development Program Director Permit.

A CRIMINAL HISTORY CHECK WILL BE REQUIRED OF SUCCESSFUL CANDIDATE PRIOR TO EMPLOYMENT.

  • A preplacement medical assessment/health screening, at District office expense is condition of employment after all other required job conditions have been met.
  • Must present verification of completion of Child Abuse Mandated Reporter training or obtain verification within six (6) weeks of hire and annually thereafter, as required by the California Child Abuse and Neglect Reporting Act.
  • Must present verification of completion of Basic Pest Management in the School Child Care setting or obtain verification within six (6) weeks of hire and annually thereafter, as required by the Healthy Schools Act.
  • Has completed pediatric CPR and First Aid training through an accredited or approved program and holds a current pediatric CPR First Aid certificate.
  • Must present verification of all immunizations required.

DUTIES OF POSITION: Under the general direction of the principal of Bakersfield Adult School plans, organizes, directs and manages the operation of the BAS Child Development Center at single or multiple sites. This position provides instruction and serves as coordinator of curriculum and staff development. Employees in this job classification are responsible for directing the work of the center staff, monitoring and managing a complex budget, and tracking grant funds.

STARTING SALARY: $6,992.62 (monthly)

NUMBER OF MONTHS: 12 (to begin as soon as possible)

NUMBER OF HOURS: 8 (daily working hours 7:30 a.m. to 4:00 p.m.)
