$80,400.00/yr - $120,000.00/yr
Position Overview

The Clinical Quality Manager, under minimal supervision, oversees the Clinical quality review program for Thompson Valley EMS. The overall aim of the department is to develop, implement, and maintain a system of high-performance prehospital emergency care through a just-culture approach to quality review and improvement. Functions include: maintaining awareness of, and developing, evidence-based best practices and research for prehospital care, reviewing individual provider patient care reports, aggregating and interpreting clinical data, working with Operations and Education leadership and line staff to support and improve field care. The Clinical Quality Manager provides leadership and management in clinical support functions including: training and overseeing members of quality review team, conducting performance evaluations, scheduling, and other administrative functions of team members as required. The Clinical Quality Manager is part of the organization’s management and clinical infrastructure, responsible for the supervision of employees performing quality review and improvement work. In addition to the responsibilities described, the role may include other responsibilities and duties as assigned to meet TVEMS needs.

Compensation and Benefits:

  • Annual pay range - $80,400 - $120,000 (consideration given to external experience, education, and qualifications when determining starting rate)

EMPLOYMENT STANDARDS:

Education/Experience:

Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:

Preferred:

  • A bachelor’s degree from an accredited college or university
  • Current unsanctioned Colorado Paramedic Certification or licensure
  • Leadership experience within a clinical quality review program


Required:

  • High School diploma or equivalent.
  • Valid, unrestricted Colorado driver’s license, with proof of good driving record.
  • Minimum 2 years of EMS quality assurance/improvement experience
  • 2 years of supervisory or management experience in prehospital EMS or emergency medicine.


Knowledge:

Basic office operations and procedures, human resources and payroll and benefits administration. Must have knowledge of processes and be proficient in the use of Microsoft Office products to accomplish them. The ability to work with others effectively, be self-directed and have an aptitude for details; the ability to work in an unstructured atmosphere. The Clinical Quality Manager must be able to perform a variety of duties with minimal supervision and to prioritize work. A minimum of basic statistical knowledge is required. The Clinical Quality Manager must have detailed knowledge of the organization’s medical protocols and state rules and regulations regarding EMS practice in Colorado.

Physical Requirements

Ability to perform such full range of body movement as lifting, bending, stooping, kneeling, repetitive keyboarding and extended periods of sitting or standing

Essential Functions:

  • Develops, implements, and manages processes to ensure clinical care meets organizational and industry standards.
  • Identifies and sets appropriate quality standards and parameters for clinical care.
  • Communicates quality standards and parameters to QA team, Operations, Education, and Administration, and other relevant stakeholders.
  • Communicates with the EMTS Section of the Colorado Department of Public Health and Environment to ensure required data transmission and reporting compliance.
  • Consults and partners with Education/Training on initial, ongoing, and remedial training.
  • Participates in quality review meetings both internally and with partner organizations, representing the organization as appropriate.
  • Identifies and analyzes system issues, equipment and technology bugs, and other problems, particularly when problems recur; recommends and facilitates solutions to these issues.
  • Conducts and participates in process analyses in the clinical and non-clinical realms, and formulates improvement plans.
  • Reviews client, customer, and user feedback.
  • Maintains compliance with federal, state, local, and organizational laws, regulations, guidelines, and policies.
  • Performs other duties as assigned.
  • Participates in leadership meetings
  • Functions as liaison between Operations, Administration, Readiness and Training Divisions to communicate quality initiatives for employees.
  • Participates in planning and implementation of new programs for services by TVEMS and shares recommendations with management team.
  • Participates whenever needed in the spirit of teamwork.
  • Operates all company vehicles safely in a variety of weather and road conditions.


WORKING ENVIRONMENT

Material and Equipment Involved:

Possess a working knowledge of EMS patient care report systems, various emergency medical services processes and office management including computers, telephones, copiers, and other office equipment.

Hazardous Exposure Category:

III. Involves no exposure to blood, body fluids, or tissues, although situations can be hypothesized under which anyone, anywhere, might encounter potential exposure to body fluids.

Lifting Requirements

Level 2. Light work - Exerting up to 20 pounds of force occasionally, and/or to 10 pounds frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work.

Thompson Valley EMS is a 3rd service EMS agency operated by an Independent Health Services District. We are the only Prehospital ALS Providers within our district and maintain a positive and collaborative relationship with partnering BLS Fire-Response and Law Enforcement agencies. Our standards of care are patient focused and guided by ethics, compassion, and evidence-based guidelines. Protocols are developed for and by TVEMS employees to remain relevant and progressive.
