The Air Force Civilian Service (AFCS) is looking for a Full-Time Contract Specialist GS-1102-12 to work with the Headquarters1st Special Operations Contracting Squadron (SOCONS) at Hurlburt Field in Mary Esther, FL.
The 1st Special Operations Contracting Squadron, Hurlburt Field, Florida is seeking interested applicants for a GS-12 Contract Specialist. Located 36 miles Southeast of Pensacola, Florida, Hurlburt Field is home to the 1st Special Operations Wing, three additional wings and approximately 40 tenant units, to include AFSOC. 1 SOCONS consists of 71 civilian and military personnel and obligates approximately $133M annually. The contract specialist position supports the services flight.

Duties:
Provide business advice and to perform all pre-award and post-award functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types
Procure commodities and/or services for complex and/or diversified programs such as large weapon systems, command wide procurements, environmental Architect and Engineering Services, and/or environmental construction
Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities
Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents
Executes post-award contract performance management actions on assigned contracts
Serves as business advisor to a wide range of customers and represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined
Requirements/Qualifications:
U.S. Citizenship Required
Must be able to obtain & maintain a Secret Security Clearance
Professional knowledge of a wide range of contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction
Knowledge of the business environment (e.g. economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research
Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position
In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
