The Air Force Civilian Service (AFCS) is looking for a Full-Time Contract Specialist GS-1102-12 to work with the Headquarters1st Special Operations Contracting Squadron (SOCONS) at Hurlburt Field in Mary Esther, FL.


The 1st Special Operations Contracting Squadron, Hurlburt Field, Florida is seeking interested applicants for a GS-12 Contract Specialist. Located 36 miles Southeast of Pensacola, Florida, Hurlburt Field is home to the 1st Special Operations Wing, three additional wings and approximately 40 tenant units, to include AFSOC. 1 SOCONS consists of 71 civilian and military personnel and obligates approximately $133M annually. The contract specialist position supports the services flight.

Duties:

  • Provide business advice and to perform all pre-award and post-award functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types
  • Procure commodities and/or services for complex and/or diversified programs such as large weapon systems, command wide procurements, environmental Architect and Engineering Services, and/or environmental construction
  • Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities
  • Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents
  • Executes post-award contract performance management actions on assigned contracts
  • Serves as business advisor to a wide range of customers and represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined


Requirements/Qualifications:

  • U.S. Citizenship Required
  • Must be able to obtain & maintain a Secret Security Clearance

  • Professional knowledge of a wide range of contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction
  • Knowledge of the business environment (e.g. economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research
  • Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
