Summary

The VP, Chief Procurement Officer will drive the strategy and success of a company-wide Global Procurement organization to maximize the value across all direct and indirect spend categories over $1.5B+ in spend. Identifies and implements best strategic sourcing practices for use at Owens & Minor, managing the overall procurement strategy; procurement technologies; producing strategic objectives; improving the efficacy of processes; ensuring systemic procurement and supply chain improvements; developing goals and keeping track of key performance indicators to maximize Value Capture. Manages the procurement teams and all aspects of procurement and supply management.

The chief procurement officer is the manager of procurement teams and is responsible for doing market research, evaluating suppliers and vendors, developing contracts and conducting spend management, which entails obtaining the highest quality resources for the best value.

Core Responsibilities

  • Develop and execute a procurement and strategic sourcing strategy. The CPO is expected to produce a procurement plan and strategy to reduce and contain costs; evaluate and help select suppliers; ensure excellent supplier performance; oversee and sometimes participate in contract negotiations; guarantee the highest level of ethics in every transaction; and ensure procurement policies and procedures meet internal and external compliance requirement around diversity initiatives, social responsibility goals and other such programs. Responsible for moving Owens & Minor from several de-centralized procurement teams to a centralized strategic sourcing organization.
  • Measures and reports the effectiveness of sourcing strategy and execution to Senior Management through robust Value Capture (VC) framework. Develops, in conjunction with senior Global Operations and Finance leadership, the global procurement Value Capture targets; responsible for setting and achieving significant annual goals.
  • Implement and execute procurement activity through a defined Sourcing and Supplier Management Framework (SSMF).
  • Ensuring O&M has a rapid and effective Make-Buy assessment and decision-making process. To include: benchmarking of all insourced and outsourced materials, strategic and profitability tradeoffs, revenue risk, and supply diversification.
  • Ensuring O&M has the appropriate sourcing technologies and tools to maximize human capital efficiency and appropriate rigor to procurement policies and procedures.
  • Ensure products and services are delivered promptly. The CPO is responsible for guaranteeing diversity of suppliers in terms of numbers and ensuring that supplies continue if a first-choice provider is unable to deliver the needed goods or services.
  • Manage procurement projects and teams. A CPO must lead and manage the procurement projects. This includes managing the procurement staff members and their training, hiring new talent and optimizing their performance and workflows.
  • Follow compliance and regulations. The CPO must be well versed in regulations and compliance as well as the various laws and requirements governing the procurement process. For example, organizations may have internal policies as well as government requirements around diversity of suppliers to ensure nondiscrimination against minority- and women-owned businesses as well as others.
  • Engages in change management activities necessary to gain acceptance and buy-in of concepts. Educates and gains buy-in from others on value of sourcing models and uses internal subject matter experts when engaging in negotiations for specialized areas.
  • Reviews current and future national supplier contracts/relationships. Implements ways to decrease cost and increase process efficiencies
  • Benchmarks with internal and external sources to identify and translate the best procurement practices of others for use by Owens & Minor (O&M).
  • Using team resource, develops, implement and audits sourcing processes, including the development and review of Requests for Quotes (RFQs) and Requests for Proposals (RFPs).
  • Acts as primary negotiator with external vendors, leverages national vendors to maximize return on investment. Responsible for key vendor relationships. Develops, reviews, and negotiates commercial contracts for products and services. Partners with the Legal Department to resolve contract and vendor issues.
  • Supports procurement activities related to acquisitions and divestitures to ensure the optimization of processes and cost reduction opportunities.
  • Coaches, counsels and develops both direct reports and project team members.
  • Leads and/or participates on cross-functional teams including IT, Professional Services, Facilities, and Transportation. Acts as process expert for team.

Qualifying Experience

  • Bachelor’s degree in Business Administration, Finance or related disciplinary area, required.
  • Master’s degree in Business Administration, Finance, Information Systems or related disciplinary area, preferred.
  • Minimum, fifteen (15) years of experience in a leadership role of similar scope, required.
  • Minimum, ten (10) years of direct supervisory experience, required.
  • Successful transformation of de-centralized to centralized procurement organization preferred.
  • Thorough understanding of procurement systems and strategies e.g., technologies, SSMF, VC
  • Ability to craft and champion a business case. Demonstrated consulting and change management skills.
  • Excellent negotiation skills with a demonstrated ability to influence and persuade others.
  • Ability to manage multiple simultaneous projects with diverse audiences.
  • Ability to interpret contracts.
  • Strong research and problem solving abilities.
  • Strong planning and organizational skills.
  • Superior analytical and critical thinking skills.
  • Ability to travel up to 50%
