Job Description

STAHL Companies is seeking a motivated, career and customer-oriented Deputy Program Manager (DPM) to provide unparalleled support to our customer and to begin an exciting and rewarding career in support of the Defense Information Systems Agency (DISA) Unified Cyber Situational Awareness (UCSA) program. This is a hybrid remote role that requires working on-site in Fort Meade, MD once a week.

The DPM reports to the UCSA Program Manager (PM) and supports the management and execution of a large complex technical contract to ensure requirements outlined in the PWS are met as directed. The DPM supports the PM in initiating, planning, and executing activities for delivering services to satisfy program and customer specified requirements within the negotiated price and schedule. The DPM is responsible for the leadership, management, and effectiveness of the Program Management Office (PMO) to include reporting, staffing/recruiting, subcontract management, planning, risk management, quality management, tracking of deliverables, status reports, briefings and document reviews, and administration support to enable the entire Program to execute project and program development with established processes that meet industry standards for consistent and quality performance.

Responsibilities

  • Provide on-site and remote leadership for project team by building and motivating team members to meet goals, adhering to their responsibilities and milestones
  • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Manage all aspects of multiple related projects to ensure the overall program is properly manned, aligned to and directly supports the achievement of strategic objectives from an operational, technical, and administrative perspective
  • Developing and briefing at the executive level on all aspects of the effort - corporate and customer
  • Be prepared to take notes during customer meetings to ensure contract deliverable of meeting minutes are taken and delivered in a professional manner
  • Support development and report on project success criteria results, metrics, test, and deployment management activities
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence
  • Able to provide, as well as, take instructions and professional guidance
  • Participate in establishing practices, templates, policies, tools, and partnerships to expand and mature these capabilities for the organization
  • Monitor staff performance and complete performance reviews
  • Provide status reporting regarding project milestones, deliverables, dependencies, risks, and issues, communicating across leadership - corporate and customer
  • Understand interdependencies between technology, operations, and business needs
  • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with strategic goals and industry best practices
  • Manage ongoing quality control and participate in quality issue resolution
  • Support formal/informal schedules to manage the engagement contract
  • Develop and manage all aspects of program engagement from planning, recruiting, external vendor relationships, resources, budget, change, risks, and issues
  • Deliver appropriate and effective executive level communication
  • Set and continually manage project and program expectations while delegating and managing deliverables with team members and stakeholders
  • Monitor, track, and control outcomes to resolve issues, conflicts, dependencies, and critical path deliverables
  • Develop and deliver progress reports, proposals, requirements documentation and presentations to various audiences, including project team, sponsors, and key stakeholders
  • Ensure that projects and programs are proceeding according to scope, schedule, budget, and quality standards
  • Manage project and program issues and risks to mitigate impact to baseline
  • Ability to recruit, interview, and discuss duties and responsibilities across the effort
  • Serve as first line of communication to contracts manager and subcontracts manager activities
  • Other duties as assigned Qualifications:
  • Active Secret with TS-eligibility
  • DoD 8570 approved certification
  • ITILv4 Foundational Training
  • DISA experience
  • Bachelor's degree in Computer Science or a related field and ten (10) years of direct project or program management experience
  • Experience with Systems/Network Security tools, Monitoring, Vulnerability Scanning, Host Based Security Systems, Administration and Deployment of new Hardware, and Software.
  • Ability to Collaborate and Support the Core Services Team and UCSA Enterprise on cybersecurity policies, practices, and issues
  • Proven ability to demonstrate a drive for results and accountability of business needs across the entire effort
  • Experience with technical recruiting for a large complex program
  • Experience with Firm Fix Price contracts and subcontracts
  • Experience with customer and subcontractor relationships
  • Strong oral and written communications skills
  • Proven ability to work in an ambiguous, cross-functional, and matrixed environment, and collaborate across multiple areas to achieve a common business objective
  • Able to work independently and be self-motivated
  • Must be able to travel up to 25% Preferred:
  • Active TS/SCI preferred
  • Former military experience
  • Advanced Degree
  • Working in an Agile environment
  • PMP Certification
  • Position is contingent upon award.
