To contribute to this mission, JSI is currently seeking a Deputy Project Director for the anticipated USAID-funded Integrating HIV Services into Primary Health Care (INTEGRATE) award. The activity’s overall objective is to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment services into existing country health systems and PHC platforms, in alignment with country priorities. We also anticipate that this award may be used flexibly to respond to acute and emerging health needs across all USAID’s Missions.

The Deputy Project Director will support INTEGRATE’s vision, while also playing a key role in overseeing country program management. The Deputy Project Director will work closely with the Project Director to design project strategies and management systems to ensure quality in program planning, implementation and monitoring to achieve project results. They will ensure cohesion among partner roles, including facilitating integrated work planning and regular coordination to ensure meaningful integration of core and cross-cutting technical areas.

Responsibilities

  • Support the Project Director in developing and implementing overall project strategies, budgeting processes, and performance reporting to ensure achievement of results. Lead development of annual work plans and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
  • Maintain responsibility for overall operations management of INTEGRATE, including oversight of activities of the project management staff based in the US and abroad and ensuring effective, regular, and productive communication and collaboration with all project staff
  • Serve as project representative to the donor (DC and missions) when designated by the Project Director.
  • Serve as a liaison with country missions and facilitate effective country program management and delivery with the program support team.
  • Oversee the development and approval of all country-based work plans and budgets ensuring feasibility, consistency with best practices and INTEGRATE and Mission priorities. Troubleshoot implementation issues and identify solutions related to personnel, workload or coordination in collaboration with other senior leaders.
  • Develop and implement processes to engage consortium partners in core and cross-cutting technical areas, fostering complementarity of contributions and roles to ensure comprehensive and integrated implementation for global and country programs.
  • Provide coaching and mentoring to INTEGRATE staff to improve the quality and breadth of project engagement.
  • Support the Project Director to troubleshoot project implementation issues, bringing together relevant actors to identify potential solutions.
  • Ensure compliance with USAID and JSI rules and regulations.

Qualifications

  • Master’s level education/training or its equivalent in public health, social sciences, international development, or a related field.
  • At least 10 years of experience working on USAID/USG funded international programs in low- and middle-income countries in areas related to HIV/AIDS, including extensive experience within the last 5 years (2019-present).
  • At least 5 years of experience leading teams in implementing country programs and work planning for international health and development programs (PEPFAR experience preferred).
  • Experience in designing and implementing management systems to support country program implementation
  • Demonstrated understanding of relationships between program/technical function and operational management.
  • Excellent interpersonal skills, including demonstrated ability to supervise team members and manage professional relationships.
  • Excellent written and oral communications and negotiating skills.
  • Prior experience in senior-level leadership positions on projects of similar scope and complexity essential.
  • Proven ability to work with governments in low- and middle-income countries, and work with local partners and stakeholders in scaling-up innovative, evidence-informed programming.
  • Experience working with U.S. Government agencies, international donors, or other multilateral agencies. Demonstrated experience in advocacy.
  • Reputation at the global level for complex project management. Proven ability to represent the Project and JSI at external events, technical working groups, and international forums.
  • Fluency in English with strong oral and written communication. French fluency is a plus.

Position is contingent upon USAID award to JSI.

Salary Range: $131,847 - $183,122 based on location & experience
