Duties

This is a temporary detail opportunity to serve as a DHS Liaison to the Department of State's Office of China Coordination ("China House"). The incumbent, which will report to the DHS Office of Strategy, Policy, and Plans (PLCY), will act as the primary DHS liaison with the Department of State on issues and activities related to the People's Republic of China (PRC).

The incumbent will coordinate with relevant offices on the full range of DHS's authorities and priorities to provide timely information on DHS strategies, policies, programs, and operation related to the PRC to ensure situational awareness and policy development and implementation in China House's various operational units. They will assist in the coordination of interagency activities that support policy execution, to include repatriations, sanctions, visa restrictions, and other border security initiatives. The incumbent will perform research; draft briefing papers, cables, and position papers; coordinate with and inform other Department of State bureaus and offices; and make policy recommendations. They will interface with the interagency, including the National Security Council, the intelligence community, academia, think tanks, industry analysts, and Mission China counterparts.

Occasional travel is possible.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required:

  • Knowledge of the makeup and international operations of DHS Agencies/Offices with extensive equities involving the PRC, including, but not limited to, PLCY, CBP, ICE, and TSA
  • Knowledge of current U.S foreign policy objectives, programs, priorities, and relationships regarding the PRC
  • Knowledge of U.S. foreign and security policy in the Indo-Pacific region.
  • Ability to establish liaisons and maintain relationships with officials throughout the foreign affairs community.
  • Ability to effectively communicate orally and in writing.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
  • Phase 3: Complete a final review within the last 30 days of the JDA.
