Position Overview:
The Director of Enterprise Application Services manages the day-to-day application service operations, resources, communications, stakeholders, and technology governance. Under the supervision of the Chief Technology Officer, the director will work directly with other IT directors and managers over PMO, Infrastructure and Security to ensure alignment with leadership vision and strategy. The Senior level Management position has overall responsibility for department decisions, management in systems analysis and application delivery. Provides strategic direction, coach, and mentor team members and/or senior technical staff and accountable for IT functional/departmental results.
Primary responsibilities include the design, development and implementation of IT applications, systems analysis and programming activities that enable the organization's business processes. Manages IT professionals who design/develop or acquire/adapt application software. Provides overall direction and guidance to assigned project managers, reviews project requests, and coordinates schedules/departmental activities. Prepares activity and progress reports regarding applications systems analysis and programming sections. Applications Development may include both systems analysis and programming 'from scratch' or configuration of packaged products created by third parties.
Job Duties:
Manage application development teams from initial inception of ideas to deploying to business partners and Provide direction on the application technology strategy, aligned to the department's strategy.
Develop methodologies and practices for the application life cycle management, in line with best practice standards. Lead and build a structured operating cadence for the application's team that ensures quality, timeliness in delivery responsiveness, efficiency, and adherence to business needs.
Evaluate and make recommendations on solutions to meet organizational needs. Manage and partner with vendors as appropriate.
Partner closely with cross-functional teams and county stakeholders on various tech-enabled projects initiatives that drive operational efficiency and enterprise scalability.
Establish and manage IT Controls across all applications.
Assist in the creation of the annual overall operations budget for all OpEx and CapEx related expenses related to enterprise applications.

Requirements
Education:
- Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field preferred.
- Information Technology Infrastructure Library (ITIL) certification & Project Management certification required or must have the ability to acquire within 6 months of hire.
- Typically has 15 years of IT and business/industry work experience, with at least 10 years of leadership experience in managing multiple, large, cross-functional teams or projects, and influencing senior level management and key stakeholders.
- Requires advanced technical and business knowledge in software development life cycle, quality assurance, project management and other related disciplines/processes.
- Related management experience preferably with Enterprise Resource Planning application such as SAP, People soft, Workday etc.
- Must possess excellent interpersonal and written/oral communication skills.
- The ability to interact with staff at all levels.
- Strong knowledge of personal computers and various software, specifically Microsoft Office.
Automatic Disqualification:
- Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor
- Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years
- Open arrest for any criminal offense (Felony or Misdemeanor)
- Family Violence conviction

Position Type and Typical Hours of Work:
- Monday - Friday | 40hrs
- Regular Full-time | Onsite Position
- Hybrid Schedule
- May be required to work more than forty hours during the workweek and/or weekends or on-call 24 hours a day to meet special projects or deadlines
- Subject to performing other duties as assigned
- Must live or plan to live in the Houston Texas metropolitan area
- Downtown Houston
