Purpose Of Classification

The purpose of this classification is to uphold the highest standards of premier Early Childhood education by overseeing the seamless operation of all Head Start programs within a large urban county. This pivotal role entails strategic planning, meticulous program development, adept staff management, vigilant budget oversight, and unwavering commitment to compliance with federal, state, and local regulations. Serving as the linchpin between the Head Start program, community partners, government agencies, and stakeholders, the Director ensures the delivery of exemplary early childhood education and comprehensive services to children and families.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Develops and implement strategic plans to advance the mission and goals of the Head Start program, in alignment with federal performance standards and local needs.

Provides leadership and direction to program managers and staff in the planning, implementation, and evaluation of Head Start services, including education, health, nutrition, family engagement, and social services.

Supervises, and evaluates program staff, ensuring a competent and motivated team committed to providing high-quality services to children and families.

Develops, monitors, and manages the program budget, ensuring fiscal responsibility and adherence to grant requirements. Identifies opportunities for resource allocation and cost-saving initiatives.

Ensures compliance with all federal, state, and local regulations, including Head Start Performance Standards, licensing requirements, and programmatic guidelines.

Implements quality assurance measures to monitor and improve program performance.

Establishes and maintains effective partnerships with community organizations, schools, government agencies, and other internal and external stakeholders to support the holistic development of children and families served by the Head Start program.

Oversees data collection, analysis, and reporting related to program outcomes, demographics, and performance indicators. Use data to inform decision-making, identify trends, and drive continuous improvement efforts.

Fosters a culture of continuous learning and professional growth among program staff through training, coaching, and mentorship opportunities.

Additional Functions

Collaborates with grant writers and development staff to secure funding for program expansion, enhancement, and sustainability.

Advocates for the needs of Head Start children and families at the local, state, and national levels.

Serves as a spokesperson for the program and engages in public relations activities to raise awareness and support.

Stays informed about changes in early childhood education policy and legislation, and ensures timely implementation of new requirements or initiatives.

Actively develops and manages relationships at the grassroots level and ensures that Step Forward's brand and services are known in the community at governmental levels.

Actively cultivates strategic alliances with community organizations for profits and nonprofits —to build mutually beneficial partnerships.

Represent Step Forward at events, conferences, and other forums to promote its work and build relationships with key influencers.

Collaborates with other departments, such as fundraising, program management, and advocacy, to ensure alignment and integration of communication efforts with organizational priorities.

Attends meetings, conferences, workshops, seminars, and networking events to improve program outcomes.

Performs other duties as assigned.

Master's degree in Early Childhood Education, Sociology, Social Work, Business Administration or related field. Minimum of ten (10) years of experience in program management, preferably in a Head Start or early childhood education setting or in the administration and supervision of a social service program related to young children from various socio-economic backgrounds. Knowledge of Head Start Performance Standards, federal and state regulations, and best practices in early childhood education and family services. Strong leadership, communication, and interpersonal skills. Proficiency in budget management, data analysis, and program evaluation. Commitment to equity, diversity, and inclusion in early childhood education programming. Demonstrated ability to develop and maintain collaborative relationships with diverse stakeholders. Ability to work independently and as part of a team to achieve organizational goals and objectives. Strong organizational skills and attention to detail. Knowledge of the political and regulatory environment in the Cuyahoga County, Ohio area is preferred.
