Supervisory IT Specialist (Director of Information Technology)

Location: Kings Point, NY


Position Summary

This position serves as the US Department of Transportation (DOT) Director of the Office of Information Technology (IT) supporting the DOT Merchant Marine Academy (USMMA), DOT Maritime Administration (MARAD) office located in Kings Point, NY and oversees all IT services and systems which includes planning, development, implementation, and operations and maintenance. The DOT department services include but are not limited to network, data center, telecom, video teleconferencing, end-user applications both COTS and custom, desktops and disaster recovery. The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. MARAD has a responsibility for Enterprise and Sector IT systems projects, operations, service management, and cybersecurity including sector cybersecurity. Essential Functions

Provides strategic direction and leadership for USMMA’s information technology environment.

Oversees the operations, maintenance, development, and implementation of IT systems, applications, hardware, software, telecom, cloud services, network, data center, end user and disaster recovery. Ensure technology initiatives align with USMMA’s mission and objectives.

Collaborates with the Dept of Transportation (DOT) Office of the Chief Information Officer (OCIO) and other IT leaders and represents USMMA in interactions with IT industry partners, state transportation agencies, and other stakeholders to advance USMMA’s technological goals.

Leads a team of skilled professionals in recommending, evaluating, analyzing, and managing the implementation and operations of a wide range of IT and information management services, interacting with the line of business and other DOT entities in the development and operational support of IT systems solutions, and serves as team lead with several initiatives and projects: interface with project managers, IT analysts, contractors, and other CIO-related activities.

Ensures Dept of Transportation DOT and USMMA policies are adhered to and governing the acquisition, use, storage, and disposition of IT assets and services. Coordinate with ISSO to ensure Asset, privacy and security policies and procedures are executed.

Determines resource requirements for the IT programs and activities within USMMA. Provide estimates and manage the allocation of human, financial, and technological resources through the budget formulation process.

Implements inclusive human capital strategies to attract, retain, and develop a diverse and talented IT workforce. Lead the Change Control Board (CCB) responsible for reviewing, approving, and managing changes to IT systems, applications, and processes.

Serves as the Contract Officer’s Representative (COR) on contracts supporting USMMA IT services, program activities and projects.


Preferred Experience

Senior level experience in tactical (day-to-day) and strategic planning and leadership for operations, maintenance, development, and implementation of IT systems, applications, hardware, software, telecom, cloud services, network, data center, end user and disaster recovery.

Senior level experience in operation of IT services, including cloud hosting, data center management, disaster recovery, and cloud-hosted applications. Continuously monitoring of IT systems and applications performance. Development and implementation of business continuity protocols to minimize disruptions during emergency situations.

Senior level experience in all aspects of system and application lifecycle planning and management that include maintenance, budgetary, replacement and disposal.

Senior level experience serving as a senior technical advisor and consultant to top agency management officials to advise on integrating IT programs with other programs of equivalent scope and difficulty.
