Director, Pharmacy Services

This position provides overall operational support for the Health Care District’s pharmaceutical operations and related managed care program for inpatient and outpatient facilities. This position administers and directs the provision of pharmacy services, pharmaceutical care, and the District's clinical pharmacy services. Position ensures adherence and compliance with Federal and State Pharmacy laws, rules, and regulations; develop, monitor, and implement the pharmacy policies and procedures; develop and monitor the current formulary medication list; responsible for the coordination of review and evaluation of non-formulary requests originating from physician offices for authorizations. This position also administers and oversees Pharmacy Services for Pharmacy, Primary Care Clinics, School Heath Healey Center, and Lakeside Medical Center, including ordering, distribution, delivery, courier, tracking, reporting, and billing. Additionally, the position is responsible for clinical services, and assists with the provision, coordination, and delivery of professional services to patients, health care professionals, and the general public in a health care related setting.

Essential Functions

  • Administers and directs the provision of pharmacy services, pharmaceutical care, and the District’s clinical pharmacy services for inpatient and outpatient facilities.
  • Directs the activities of and provides professional and technical guidance to pharmacy personnel including performance management of staff (employee evaluations, disciplinary action, training and team management).
  • Leads operational functions for Pharmacy Services, including but not limited to formulary management, audit responses and preparation, hardware and software needs tracking, ordering, and troubleshooting, new process implementation, employee time and schedule management, and other projects as needed.
  • Administers all student intern scheduling, initial training, placement, and evaluations. Prepares training materials as needed to have a successful pharmacy intern program.
  • Maintains all paperwork necessary as required by law for 340B auditing and proof of compliance as covered entities through the District’s Clinic Holdings.
  • Assists the District Primary Care Clinics, Healy and Lakeside Medical Center with acquisition and disbursement of medications, supplies, and durable medical equipment, including but not limited to vendor processes, cost containment, pricing tables, and inventory management and control.
  • Assists Leadership in the collaborative involvement with the Health Department’s programs as well as the Emergency Operations Center of Palm Beach County, including immunization services, and emergency preparedness and response
  • Manages and coordinates the opening, closing, and transfers of all district pharmacy facilities, as regulated and required by all applicable State, Federal laws.
  • Assists Leadership with development, implementation, and monitoring pharmacy policies and procedures, including but not limited to the policy and procedures for vaccine management, IV pharmacy processes, and pharmacy site processes.
  • Analyzes and assists in development and implementation of proper training and instruction for professional pharmacists and staff. Coordinates and oversees audits from regulatory entities, including but not limited to, FBOP, DEA, BPR, Fire Inspections, HRSA, and OPA.
  • Ensures adherence to and compliance with Federal and State laws, rules, and regulations governing the practice of pharmacy.
  • Monitors and administers the District’s 340B Program, including but not limited to separation of inventory, inventory tracking, and appropriate patient dispensing.
  • Audits 340B prescription and inventory utilization for regulatory compliance with Office of Pharmacy requirements from HRSA, including but not limited eligible patient and eligible prescription verification.
  • Assists Leadership with projects to be reviewed and presented to the District’s Finance and Board Committee(s).
  • Coordinates and manages the pharmaceutical inventory management system.
  • Responsible for proper billing in finance software for each department and provision of reports to department managers for their records and budgeting
  • Offers peer-to-peer sessions with pharmacist staff for improvement suggestions and follow up on consistent practices throughout the pharmacies.
  • Assists in establishing a consultant pharmacist plan for District activities.
  • Runs, analyzes, and develops reports in the pharmacy software system to improve quality.
  • Utilizes reports and Excel data managing to organize, interpret, validate, and conduct root cause analysis on medication errors and process breakdown.
  • Validates compliance at pharmacy level with 340B program.
  • Works with Leadership as liaison with Primary Care Clinics, Healy Center, Lakeside Medical Center and Executive staff for 340B compliance issues and updates.
  • Reads and interprets physicians’ orders for the purpose of clinical review and/or dispensing prescription formulations.
  • Fills prescriptions with proper medications upon confirmation of dosage requirements, when required.
  • Instructs patients in proper methods/procedures, and ensures clarification of instructions prior to dispensing medications.
  • Contacts physicians and nurses for the purpose of ensuring accuracy and correctness of prescriptions as well as clinical review and recommendations (formulary management).
  • Formulary management related functions to include but not limited to monitoring and enhancement of District’s Pharmacy formulary programs.
  • Assists in the utilization of analysis and evaluation of mechanisms and systems for the purpose of monitoring and improving the District’s level of pharmaceutical care and cost containment.
  • Monitors pharmaceutical regimen reviews, and drug utilization data to enhance current clinical services programs as a part of an overall continuing quality improvement program.
  • Consults with physicians, nurses, and other health care personnel in evaluating methods, procedures, and services of the pharmacy department; prepares appropriate operational recommendations for management implementation.
  • Analyzes and assists in development and implementation of proper training and instruction for professional pharmacists and staff.
  • Prepares documents for/to and participates in the DOH, EOC, and District’s pharmacy/medical related events.
  • Analyzes and assists in development and implementation of District pharmacy initiatives/projects
  • Responsible for assisting the Leadership in reviewing/updating pharmacy policy and procedures to reflect current State/Federal compliance
  • Prepares, reviews, and oversees the preparation of a variety of records and reports concerning the District’s pharmacy services (e.g., pharmacy reports, vendor contracts, statistical analyses, production reports, budget data, and regulatory standards).
  • Monitors clinical pharmacy standards of practice to assure that such professional standards are met and/or exceeded. Monitors and in the maintenance of adequate procedures/records to meet legal and auditing requirements, including but not limited to the District’s Pharmacy Continuing
  • Quality Improvement Program, as well as the regulatory compliance associated with it.
  • Travels to other pharmacy locations and emergency established sites to perform registered pharmacist’s duties.
  • Assists in the preparation of a variety of records and reports concerning the District’s pharmacy services, i.e., clinical pharmacy reports, statistical analyses, and regulatory standards.
  • Maintains a valid pharmacist license and a valid Consultant Pharmacist’s license by obtaining required continuing education per year.
  • Monitors and assists in the maintenance of adequate procedures/records to meet legal and auditing requirements, including but not limited to the
  • District’s Pharmacy Continuous Quality Improvement program, as well as regulatory compliance associated with it.
  • Performs all related duties under the Pharmacist position when operating at District’s pharmacy facilities.
  • Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.


Education

  • Doctorate in Pharmacy from an accredited U.S. College of Pharmacy institution required


Experience

  • Ten (10) years professional experience in the field of pharmacy in a clinical, retail, or hospital setting required. At least five (5) years of this experience must be in a management capacity. Must have working knowledge of Microsoft Excel, including pivot tables and formula manipulations. 340B experience required. FQHC experience preferred.


Licensure

  • Valid State of Florida Pharmacist license required.
  • Valid State of Florida Consultant Pharmacist’s License required.
  • Valid Florida Driver’s License required.
