Education Program Consultant (Professional Development)

The Education Program Consultant will be an integral member of the Bureau of School Improvement.

Your Responsibilities

  • Lead, develop processes and support work to create, disseminate, and provide technical assistance for required professional developments (as pursuant Iowa Code section 256.9 subsection 66, established under 2023 Iowa Acts, ch. 96, which directs the Iowa Department of Education to develop and distribute to school districts a list of all professional development programs and other training programs in which employees of school districts are required to participate pursuant to federal law or state law, including chapter 284.) Collaborate with special education personnel to create, develop, and support the implementation of instructional strategies to improve specially designed instruction and learning for all students.
  • Develop all required professional development. Establish process and procedures to ensure high quality of instructional design through the use of e-learning technologies and tools.
  • Lead the identification and implementation of a Learning Management System (LMS) that will be utilized to house required professional development. Maintain the system and provide technical assistance in use of the system. Support operations in LMS, including account provisioning and access, and user permissions.
  • Establish and maintain a system of managing participation, tracking progress and distributing transcripts. Regularly compile, review, and process course enrollment data.
  • Work across the agency to build professional development and customize modules that support the priority work of the Department.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; occasional in-state and out-of-state travel

Selectives

160 Teaching/Training - 6 months experience, 12 semester hours, or a combination of both in instructing students individually or in groups – this includes preparing materials, delivering material (i.e., lectures, presentations, demonstrations), keeping records of student progress and communicating progress to students.

OR

186 Education - 6 months experience, 12 semester hours, or a combination of both in education, instructional design, or a closely-related field.

OR

203 Instructional Design - 6 months experience, 12 semester hours, or a combination of both in all of the following:

  • Determining the current state and needs of the learner
  • Defining the end goal of instruction
  • Creating a plan to bridge the gap between the current state of the learner and the end goal of instruction
  • Evaluation of this training

OR

574 Professional Development Experience - Applicant should demonstrate a minimum of 6 months experience, 12 semester hours, or a combination of both in the area of educational professional development design and implementation.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
  • Professional training, teaching, or counseling experience in an educational setting;
  • Professional administrative experience in an educational setting;
  • Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
  • Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
  • Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
  • A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
  • Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
  • Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
