The Broward County Board of County Commissioners is seeking qualified candidates for Environmental Project Coordinator to support the Natural Resources Division.

General Description

This is a professional position within the Marine Resources Section which oversees County programs relating to dune management, coral reefs, artificial reefs, marine biological monitoring, living shorelines, protected marine species including manatee and sea turtle conservation programs as well as corals and designated critical habitats. This position is responsible for managing the Broward County Sea Turtle Conservation program as well as serving as a core staff member to other Marine Resources programs/projects. Specifically, this position is responsible for managing all aspects of the Sea Turtle Conservation Program which includes, but is not limited to; developing and managing contract and budget, evaluating and analyzing data, coordinating with Federal/State agencies/municipalities/volunteer groups, performing outreach to the community, developing and conducting advanced, independent research including GIS database development and management to evaluate program success and recommend policy/procedure modifications, collaborating with local academia and other organizations to further sea turtle and sea turtle habitat research. This position works with County’s Purchasing Division to procure environmental services, oversee contractor’s work, issue payments, review deliverables, update management on progress status, and contract management.

Additionally, this position serves as a core scientific diver that participates in coral reef/artificial reef investigations and assessments, biological monitoring, data collection/analysis, and report writing as well as community outreach/program awareness. Candidates should be highly motivated and creative, enjoy working as a team, and have superior organizational and project management skills. This class works under general supervision, independently developing work methods and sequences.

Minimum Education And Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in environmental planning, environmental science or closely related field.

Requires two (2) years in environmental/natural resource programs or closely related experience. including one (1) year of lead work/supervisory experience.

Special Certifications and Licenses

Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

Preferences

  • Advanced Degree (M.S./Ph.D.) in Marine Biology/Science, Oceanography, Coastal Zone Management, or closely related field
  • 3+ years of professional work experience in marine/coastal science or similar field, life history, marine regulations, protection measures, conservation and management of protected species.
  • 2+ years of employment experience in GIS, including creation of GIS layers, preparation of digital maps, and database management.
  • 2+ years of experience in writing scientific reports and utilization of multivariate statistical analysis.
  • 2+ years of experience in public speaking and communication (verbal and written) skills.
  • 2+ years of professional experience working in the marine environment conducting biological assessments of reef communities including the identification of local benthic, coral, and fish species.
  • 2+ years of maintaining the American Academy of Underwater Sciences (AAUS) certification.
  • 2+ year(s) of boat handling/navigating experience.
  • 1+ year(s) of experience in contract preparation, administration, execution.
  • 1+ years of professional experience working with coastal properties about lighting management as it relates to sea turtle conservation and local ordinances.

Duties And Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Perform and coordinate environmental operations and activities regarding the Broward County Sea Turtle Conservation Program to ensure legal and regulatory compliance with federal, state, and local regulations.

Coordinate and oversee in a lead capacity long-term, core, environmental programs, site investigations, ecological monitoring, management plans, and permit/license conditions requiring extensive personnel, organizational coordination, and technical expertise.

Provide detailed technical knowledge and expertise of environmental principles, techniques, processes, and legal requirements for specialized disciplines , investigate complaints pertaining to diverse environmental issues and concerns and address agency staff, other government agencies, and the public in solving difficult and sometimes conflicting environmental problems.

Apply scientific principles and method in the development of manuals, guidelines, permit applications, and procedures for implementing environmental resource programs; assist in writing, amending, and updating County environmental rules and regulations; prepare written technical reports and agency correspondence; develop project maps and other applications using GIS software, prepare grant request proposals; manage grants, permits, contracts, and project budgets.

Prepare environmental review comments and request additional information from environmental consultants or property owners for revisions to calculations and designs; prepare environmental reports with project-specific information permit/license conditions, environmental data, and calculation summaries.

Apply data analytics, principles, and skills specific to the Sea Turtle Conservation Program and other marine resource programs/projects for effectiveness, to include recommendations for program modifications, process improvements, and amended policies and procedures.

Procure and manage contracts, including management of performance to ensure that terms of inter-local, interagency, and other contractual agreements are met, including timelines, reporting, and invoicing.

Perform and coordinate permitting and compliance activities to ensure compliance with state and municipal delegated environmental program requirements, including coastal property lighting ordinances during sea turtle nesting season as well as the County’s dark sky initiatives.

Establish and define the research methodology, scope, content, schedules, and budgets for studies in partnership with the Agency to best evaluate impacts of projects and programs on the environment.

Independently design and conduct environmental research in one or more specialized fields or disciplines.

Review legislation and proposed regulations to determine their impact on agency environmental programs.

Write environmental impact statements, environmental assessments, research reports, review legal findings and related documents that form the basis for compliance with environmental laws and regulations and support permits.

Perform outreach planning and develop/implement outreach projects including public meetings. Coordinate social media communications and activities with the social media team.
