Job Summary

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position is in the Natural Resources Administration, Inspection and Enforcement Division, Construction Stormwater Branch. The Construction Stormwater Branch is responsible for protecting water quality by ensuring that land disturbing activity (e.g. construction) follows appropriate stormwater management and erosion/sediment control regulations. This position will serve as the team lead for construction inspectors with subject matter expertise on water pollution control technologies in the development industry. In addition to conducting field inspections and issuing enforcement actions on large development projects, this position will assist the Branch Chief in developing policies, procedures, and reporting mechanisms that improve the Branch.

Duties And Responsibilities

Prepares and implements Standard Operating Procedures and similar quality control measures related to stormwater management and erosion control programs. Designs and implements analysis plans; collects and analyzes environmental data and information; and creates and maintains databases and records relating to findings, conclusions and decisions. Including, preparing inspectional and investigatory reports from facts and information gathered during field inspections and records review, and maintains database of finding s, conclusions and decisions.

Processes a wide range of enforcement actions, including notices for violations, stop work orders, site directives, and serves as a witness in administrative and judicial hearings. Plans and distributes projects and assignments to lower graded employees in such activities as field studies, inspections, surveillance, investigations, enforcement, public outreach and educations. Ensures that work projects are completed within the designated deadlines and checks on the quality of the work. Responsible for training and direction of new employees in conduction compliance assistance, inspections and enforcement, use and calibration of equipment, use of personal protective equipment. Develops documents required by the Department, including strategic plans, briefings, annual reports, and fact sheets. Develops and reports on performance measures.

Qualifications And Education

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

Preferred Experience: A subject matter expert with at least 8-10 years of professional experience, with five years of experience in stormwater management, erosion and sediment control, and/or environmental compliance. The preferred candidate has worked on construction projects greater than 1 acre in size, and may have a Professional Certification in stormwater management, such as VDEQ ESC and SWM certificate. The candidate has an in-depth knowledge of District of Columbia laws and regulations as they pertain to land disturbance and stormwater management. The candidate has the ability to interpret construction drawings and site plans; the ability to manage and analyze data from a variety of software interfaces; and strong written and oral communication skills

License and Certification

Valid driver’s license required.

Working Conditions/Environment

The work is performed in an office and in the field. While at construction sites the incumbent is required to wear protective equipment. Compliance with health and safety regulations is required.
