Job Summary

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position is in the Natural Resources Administration, Industrial Stormwater and Wastewater Branch of the Inspection and Enforcement Division (IED). The incumbent will work as an Environmental Protection Specialist and be part of a team responsible for the inspection, compliance, and enforcement of facilities permitted under the National Pollutant Discharge Elimination System (NPDES) program. These facilities include, but are not limited to, industrial facilities covered by the US EPA Multi-Sector General Permit for Industrial Stormwater or Individual Permit for Industrial Wastewater Discharge. The incumbent will also be responsible for the inspection and compliance assurance of groundwater discharges from construction projects and buildings that are covered under a DOEE Groundwater Discharge Authorization to discharge contaminated groundwater. In addition, the incumbent will assist in creating and implementing innovative techniques to investigate the source of illicit discharges to the District’s Municipal Separate Storm Sewer System (MS4) or District Waters.

Duties And Responsibilities

Prepares inspectional and investigatory reports from facts and information gathered during field inspections and records review, and maintains database of findings, conclusions, and decisions. Reviews, analyzes, and evaluates sampling data and inspectional cases for sufficiency of documentation and supporting evidence. Refers conclusions to supervisor for assistance in making enforcement or corrective action decisions. Processes a wide range of enforcement actions, including notices of violation, stop work orders and site directives, compliance and cease and desist orders, and civil infraction notices, and serves as a witness in administrative and judicial proceedings. Assists in planning, developing, and implementing an inspectional, sampling, investigatory, and enforcement program relating to specialized scientific and technical practices relating to one of the above environmental programs to protect human health and the environment from the adverse effects of pollution.

Designs and implements sampling and analysis plans; collects and analyzes environmental data and information; and creates and maintains databases and records relating to findings, conclusions, and decisions. Assists in planning and developing educational and technical displays, including charges, graphs, statistical tables, and other aid for use by Department officials in conferences and community programs, and for reports and studies. Makes presentations to the public and the regulated community on environmental and natural resources issues and concerns. Develops federal grant applications, project cooperative agreement, and memoranda of understanding, and ensures that the grant or agreement conditions are followed. Prepares annual work plan, monthly, quarterly, mid-year, annual reports and maintains grant files. Conducts requests for application (RFA), reviews proposals, and administers the solicitation process.

Qualifications And Education

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

The work is performed in an office which is an adequately heated, lighted, and ventilated and in the field.

Collective Bargaining Unit: This position is covered under the collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee (dues) through direct payroll deduction.
