The HR Operations Manager is responsible for managing and overseeing the daily HR operations within the Walbec Group Companies. This role ensures the efficient implementation of HR policies, programs, and practices while maintaining compliance with all relevant regulations. The HR Operations Manager will work closely with the Payroll Operations Manager and HR Business Partners to ensure seamless operations and support strategic HR initiatives.

The Position:


Field Recruitment Operations Management:

  • Lead field recruitment operations, which includes management of field recruitment team members, to enhance and improve sourcing, recruitment marketing, ATS management and onboarding of all field employees.
  • Collaborate with hiring managers to understand field staffing needs and requirements.
  • Manage the organization's drug testing program; identify areas of improvement and manage the vendor(s).
  • Identify areas of improvement with the company's onboarding program; this impacts both field and professional roles across a multi-state region.
  • Determine ROI on recruitment marketing efforts, job fair/career fair participation, and value-add recruitment activities to manage high-volume hiring throughout the year.


HR Compliance and Reporting:

  • Provide reporting to meet federal, state, local and project-specific requirement; this includes DOT reporting, county and state workforce reporting, and EEO/AAP reporting.
  • Ensure compliance with federal, state, and local employment laws and regulations; monitor changes in employment laws and update policies and procedures accordingly.
  • Renew annual required certificates to meet operations project needs.


HR/Payroll Technology Oversight:

  • Improve workflows and establish QA processes to maintain data integrity for all employee records within our HRIS and a future HCM.
  • Actively participate with the implementation process for a newly-selected HCM solution. Prepare HR for this implementation by assisting with employee data cleanup initiatives.
  • Manage employee records, ensuring accuracy and data integrity.


HR Policy Management:

  • Develop, update, and maintain job descriptions across the organization as the foundation for the company's career pathing initiatives.
  • Update all people policies, guidelines and documentation through an internal knowledge system.
  • Update the company's intranet site, Waypoint, with all Integrated Services and HR documentation and policies.
  • Conduct an annual review of existing HR policies; recommend changes to existing policies and identify new policies that will improve the employee experience.
  • Manage the company's requirements for workplace posters.


Leadership and Support:

  • Lead, mentor, and develop the HR operations team; provide daily coaching, feedback, guidance and support with a sense of urgency and focus on accuracy of work.
  • Collaborate with senior management to align HR strategies with business objectives.
  • Work closely with HR Business Partners to support strategic HR initiatives.
  • Lead HR projects and initiatives to enhance operational efficiency and employee engagement.
  • Collaborate with the Payroll Operations Manager to ensure seamless HR and payroll operations.
  • Demonstrate and promote a positive and inclusive workplace culture.


Strategic HR Initiatives:

  • Participate in the development and implementation of HR strategies and initiatives.
  • Support workforce planning and talent management efforts.
  • Analyze HR metrics and trends to inform decision-making and strategic planning.

The Candidate:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5 years of experience in an HR operations, Shared Services or HR management role.
  • Progressive and diverse experience with operational improvements, project management, data analysis and/or data integrity activities.
  • Experience with recruitment operations and utilizing an ATS is recommended.
  • Exposure to employment law and experience managing company policies with respect to employment law and regulations is a plus.
  • Proven leadership and team management skills.
  • Strong organizational and project management abilities.
  • Excellent communication and interpersonal skills.
  • Proficiency in HRIS and other HR-related software.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification is preferred.
