About the Position: Serves as the Assistant Operations Manager at a large, multi-purpose project/reservoir in the St. Louis District under the direction of the Operations Manager. Administers tasks to include exercising day-to-day technical work direction and for performing personnel management & supervisory responsibilities for all project employees which may include a combination of park rangers, natural resources specialists, maintenance, FEM techs, facilities specialist, CETs, etc.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year experience which includes experience with oversight of a large multipurpose water resource development project; experience with the formulation and establishment of work, control of the budget, preparing annual work plans, manpower, and/or administrative matters; experience in maintaining facilities and structures, management and/or administration of environmental stewardship/agricultural management, and/or recreation management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

Duties
- As a full assistant to the Operations Manager, collaborates in the preparation and/or planning of large-scale recreational facilities and programs.
- Depending on project authorities, may also plan and oversee daily maintenance of a hydroelectric power plant with two generating units or a navigational lock and dam.
- Prepares technical plans and specifications for operation and maintenance work to be accomplished by contract and hired labor at project office.
- Supervises subordinate GS, WG, WY, and WB staff in the capacity of a first line supervisor.
- There are approximately 12-50 employees assigned to the project including permanent, seasonal, temporary, and Pathways employees.
- Plans, prepares, schedules, and sets priorities for work to be accomplished.
- Exercises originality, creativity, skill, and professional natural resource management competence when assisting in interpreting and converting broad national and District policy objectives into specific plans and programs for the project.
- Acts as the alternate agency representative and reaches agreements with groups or individuals from other agencies and organizations for multi-use planning and operations of the project’s natural resources management programs.
- Serves as the principal action officer for the preparation and assemblage of the annual budget for the project.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to operate flood control gates to control water levels on waterways.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Must wear uniforms prescribed by Corps of Engineers.
- Must possess and maintain a valid state driver's license.
