International Programs Analyst

Specific Job Description

ANSER is seeking an International Programs Analyst to provide support to the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (ODASD/NM) on international policies, NATO nuclear safety, surety, survivability, and deterrence as well as international mutual defense agreements.

Specifically, The Analyst Will

  • Provide support and assistance with developing materials, providing support and coordination for NATO Joint Theatre Surety Management Group (JTSMG) Plenary and JTSMG Working Group meetings and NATO High Level Group and Basing Nations Meetings.
  • Assist development of materials, support meetings and facilitate liaisons and information exchange with other DoD and federal agencies.
  • Provide review and analysis on the execution of nuclear related international treaties in support of U.S. policy objectives, as needed.
  • Assist in preparations of the United States (U.S)-United Kingdom (UK) 1958 Mutual Defense Agreement (MDA) with senior-level dignitaries to fulfill U.S. Government nuclear-related collaborative commitments. The Contractor shall provide briefings, reports and other materials as required to assist the OASD(NCB/NM) office in the administration of international nuclear cooperation agreements and programs.
  • Assist in preparations of the Australia, United Kingdom (UK), United States (U.S) (AUKUS) agreements to fulfill U.S. Government nuclear-related collaborative commitments. The Contractor shall provide briefings, reports and other materials as required to assist the OASD(NCB/NM) office in the administration of international nuclear propulsion cooperation agreements and programs.
  • Provide support and assistance to the OASD(NCB/NM) office regarding planning, scheduling, vetting presentations, coordination and management of the NATO school and execution of its mission. The NATO School Oberammergau (NSO) conducts education and individual training in support of current and developing NATO operations, strategy, policy, doctrine, and procedures. The NATO School provides resident courses of instruction in five main disciplines: Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR), Joint Operations, Weapons of Mass Destruction (WMD), Policy and NCO Programs (NCOP).

Required Skills & Experience

  • Active Top Secret (TS) clearance; able to obtain and maintain a TS/SCI.
  • Bachelor’s degree in international affairs/relations, security studies, or similar education.
  • Minimum 6 years of relevant experience.
  • Experience working with international partners and senior level dignitaries; to include NATO/EUCOM experience.
  • Significant aptitude and maturity to anticipate requirements and support DoD executive leadership with minimal supervision.
  • Proven analytical work in a high-visibility and high-tempo office setting.
  • Proven ability to draft technically oriented documents for senior policy decision makers on highly classified and complex scientific, engineering, and technical topics and subjects.
  • Excellent writing skills and an in-depth knowledge of editorial principles and techniques.
  • Proficient in Microsoft Office (e.g., Word, Outlook, Excel, PowerPoint) and Adobe Acrobat.

Highly Desired Skills & Experience

  • Demonstrated experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Service Staff/Interagency/multinational environment
  • Knowledge of nuclear policy, weapons and propulsion technologies, and international nuclear cooperation programs
  • Exposure to a scientific,engineering, or technical field
