Basic Requirement For Operations Research Analyst GS-12 And GS-13
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
To Qualify For GS-12
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) performing modeling and analysis efforts for the development of and/or improved applications; (2) interpreting requirements, analyzing capabilities and conducting data collection, data analysis and implementing recommendations and/or alternative methods for improvements in systems; and (3) using computer programming languages such as C, C++, R, Python and Java to make changes to existing campaign models.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
OR
Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research or Computer Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To Qualify For GS-13
Specialized Experience: One year of specialized experience which includes (1) leading modeling and analysis efforts for the development of new and improved applications; (2) interpreting requirements, analyzing capabilities and conducting data collection, data analysis and developing recommendations and/or alternatives methods for improvement/enhancements in systems; and (3) using computer programming languages C, C++, R, Python and Java to make changes to existing campaign models. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade (GS-13), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information
- Utilize the appropriate software and hardware, languages, operating systems, and database management systems sufficient to support data collection, software development, building applications, and analyses.
- Conduct extensive systematic exploration of problems of an unprecedented nature using compiled computer programming languages (C and C++), interpreted computer programing languages (R, Python, Java), and database management languages (SQL).
- Maintain existing computer models and conduct/coordinate software engineering in development of new or revised Agency applications, tools, and data storage and management systems.
- Organize projects. Confer and coordinate with other concerned staff elements to obtain agreement on actions and data.
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
