Parks Supervisor

$26.78/ hour- Depending on Qualifications: FT + employer paid benefits package (Medical, dental, vision, life, vacation leave, sick leave, retirement, paid holidays)

SUMMARY: Supervises the maintenance and repairs of all city Parks and the landscape maintenance of all assigned city facilities including; cemeteries, city hall, city hall annex, library, community center, Fishing & History museum, public services building and contractual obligations with Mattie Kelley Arts and Destin Little League Association.

  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the city in a professional, dignified manner at all times both in actions and appearance.
  • Contributes to the development and accomplishment of home team work-plans.
  • Identifies the KEY FUNCTIONS of the division/department.
  • Develops a cyclical process for each KEY FUNCTION using the PDCA methodology.
  • Deploys each KEY FUNCTION PROCESS to relevant staff within the division/organization.
  • Implements the department/division’s KEY FUNCTION PROCESSES.
  • Systematically evaluates, and if appropriate updates, each KEY FUNCTION PROCESS.
  • Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations and statutes.
  • Prepares annual evaluations and mid-year reviews completed on-time for those supervised.
  • Maintains participation on the city’s Leadership Team, Home Team and other teams as assigned.
  • Models, communicates and enforces the City’s; Mission, Vision, Values, policies and procedures.
  • Maintains current, complete records and fully utilizes systems in place for this purpose including the Work Order system.
  • Completes routine safety inspections of all facilities and takes corrective action as required.
  • Reviews, prepares, and implements written programs to keep the city parks and facilities, maintained or monitored by the city, at a safe, serviceable and aesthetically acceptable level.
  • Assists with the annual and a five-year plan which outlines work to be accomplished each fiscal year and estimated cost of individual functions (e.g. cost of new upgraded irrigation systems, and the planned year of accomplishment).
  • Assists with, monitors, and prepares documents relating to the annual operating budget.
  • Ensures current, accurate and timely submission of assigned reports including weekly reports, work-order status, weekly staff, work schedule, and annual inventory.
  • Ensures timely completion, ensures timely administering, ensures timely submission, reviews for accuracy and approves; time sheets, personnel action forms, corrective action reports, employee mid-year reviews and employee annual evaluations for assigned subordinates.
  • Reviews all department paperwork for accuracy and consolidates all for input to Finance when assigned.
  • Supervises assigned contractual work for compliance.
  • Enforces established procedures and policies, implements corrective action within their authority, reports implemented corrective action to Director in a timely manner and thoroughly documents related incidents.
  • Demonstrates exceptional initiative, a keen sense of understanding of what needs to be done and establishes the priority in which requirements need to be accomplished.
  • Manages proactively, not reactively.
  • Ensures all appropriate signage for the area and grounds is installed and in good repair.
  • Installs, inspects, repairs and designs fences to protect patro or to control access points as necessary.
  • Serves as the city liaison to the right-of-way landscape maintenance contractor;
  • Performs maintenance and repair of all city park amenities.
  • Installs, inspects, grooms, mows, cuts, removes, sprays and protects the soil, sod, plants, trees and mulch necessary to keep facilities safe, serviceable and aesthetically acceptable.
  • Coordinates maintenance of athletic fields to ensure athletic events are not in conflict with maintenance.
  • Installs, inspects, purchases, and maintains all playground equipment, picnic tables, benches, swings, etc.
  • Conducts daily surveys of the area in order to maintain peak level of quality dictated by the Parks and Recreation Director and NRPA standards.
  • Accomplishes work necessary as expeditiously as possible.
  • Ensures appropriate safety equipment is utilized and safety procedures are following by maintenance crew.
  • Immediately reports hazardous conditions and/or injuries to the Parks and Recreation Director.
  • Maintains updated materials required such as the MSDS book, chemical application logs, and park/playground safety inspections.
  • Conducts annual inventories of all grounds maintained by the Parks and Recreation department to ascertain the condition of each facility, which will be used to objectively prioritize facility improvements.
  • Establishes and maintains minimum stock levels of all items required to accomplish routine jobs.
  • Researches prices and submits required documents for procurement.
  • Provides daily update status of all assets used by the Recreation Department.
  • Participates in as well as directs the work of the Parks and Recreation Maintenance Crew.
  • Notifies and monitors appropriate contracted companies when work is required to restore, repair or maintain irrigation, sod replacement, lawn care, herbicide and pesticide treatments or other related services affecting assigned areas of responsibility.
  • Follows up on work required until tasks are completed by outside agencies.
  • Inspects weekly the vehicles and turns in monthly vehicle inspection sheet.
  • Checks all applicable invoices for city compliance (i.e. employee signature, no tax added, etc) and providing invoices to the Recreation Director.
  • Reviews total and completes accuracy in annotating the purpose of each item purchased and the disposition of all purchased items that are strictly maintained always in the event of audit.
  • Maintains an accurate inventory of equipment supplies and fixtures.
  • Assists with minor service maintenance on equipment and vehicle to include lubricating motorized equipment, recharging batteries, filling fuel tanks, replacing liquefied gas, changing oil.
  • Remains available to work emergency situations resulting from severe weather.
  • Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervises assigned personnel; interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Serves as a trainer on tasks performed within the scope of responsibilities.

Qualifications

Education and Experience: High School Diploma and five (5) years of work experience involving knowledge of equipment care, maintenance, and operational safety. Basic understanding of general construction blueprints, minor walkway repair, irrigation systems, building maintenance, excavation, lawn maintenance and customer service.

Licenses Or Certifications

Valid Florida Ornamental and Turf Pesticides license and Florida Fertilizer license desired, Certified Playground Safety Inspector (CPSI) required within 12 months of hire.

Knowledge, Skills And Abilities

  • Knowledge of general construction blueprints, minor road repair, water drainage systems, building maintenance, excavation, and lawn maintenance is essential.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.

Ability to supervise, communicate, and organize effectively.

  • Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to communicate with people to convey or exchange professional information.

  • Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.

  • Ability to operate all city heavy equipment to maintain field and grounds, parks and other facilities by performing the following duties.
  • Ability to acquire and expound on knowledge of topics related to primary occupation.
  • Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
  • Ability to inspect items for proper length, width and shape.
  • Ability to differentiate colors and shades of color.
  • Ability to operate a variety of equipment such as; chemical applicators a front-end loader, tractor, etc, to replace and /or supplement when necessary to accomplish a project.
  • Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
  • Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.

PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is regularly required to talk and hear. The employee frequently is required to sit and taste and smell. The employee is occasionally required to stand; to walk; to use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job the employee is regularly exposed to moving mechanical parts, fumes, or airborne particles, and risk of electrical shock. The employee is frequently exposed to high, precarious places, toxic or caustic chemicals, extreme heat, and vibration. The noise level in the work environment is usually loud.
