The current project management system is not an enterprise-wide solution and has limited capabilities resulting in:
The lack of portfolio-level visibility to programs and projects.
The lack of transparency of project-related information to leadership and key stakeholders.
Inconsistency in how projects are managed and reported.
Limited project tracking capabilities and reporting functions.
Project Overview And Expected Benefits
After a 17-month discovery period, the EPMO is now ready to implement the identified Enterprise-wide Project Management Software Solution. The new solution will allow departments the flexibility to plan, execute, manage, and report performance for projects utilizing proven and innovative practices across multiple project frameworks and disciplines, to deliver and enhance the services provided to our residents.
This Will Enable Departments To
Fulfill project objectives, goals, and strategic priorities across all Services Teams, departments,
programs and portfolios.
Increase flexibility, collaboration, and transparency for all county-led projects through customizable dashboards and workflows, scalability, and more.
Improve project planning and scheduling for a variety of project approaches (e.g., Agile, Waterfall, etc.).
Deliver the right product at the right time, appropriate to the project size and discipline (e.g., Project Management, Business Analysis, Process Improvement and Organizational Change Management, etc.).
Project Scope
The project scope consists of three primary areas of focus:
Implementation
The vendor for the new project management system will have a Project Manager to manage the vendor's resources, deliverables, and timelines. The EPMO Project Manager will collaborate with them to manage all aspects of implementation internal to Ramsey County. The new system could be utilized by up to almost 4,000 personnel.
Governance
The EPMO Project Manager will be responsible for developing and facilitating a countywide governance structure to oversee and provide guidance for resourcing, project deliverables, implementation strategy, timeline, and budget.
Budget Tracking
The EPMO project manager will be responsible for tracking and reporting the project's operational budget.

Training development and delivery

Primary Responsibilities
Primary Responsibilities and Deliverables
Understands the Project drivers and expected business outcomes.
Develops the project management plans in collaboration with key stakeholders including the vendor to achieve business outcomes.
Develops and facilitates a project governance structure.
Performs stakeholder management.
Facilitates the day-to-day aspects of Project schedule, budget, scope, and quality.
Directs the activities of Project resources.
Coordinates end-user training with the vendor.
Oversees vendor activities; escalates issues as applicable.
Logs and follows through to disposition Project-related risks, action items, issues, and decisions.
Performs risk management; escalates issues and risks as
needed.
Provides complete transparency to project performance.
Controls scope to achieve value within the approved time and cost; recommends timely corrective actions.
Develops an implementation strategy.
Develops a transition plan.
Monitors progress and reports status including budget
tracking.

Mandatory Qualifications:
B.S. or B.A. degree (4 year) (or Associates degree
plus an additional 5 years' experience)
5+ years experience as a project manager for enterprise-wide systems
Demonstrated experience in creating and
facilitating governance structures
Intermediate-level skills MS Office Suite and MS Project
LOCAL to the Twin Cities metro area
Desired Qualifications
Experience managing projects in state, county, or city governments or non-profit sector
Experience as a project manager in implementing project management systems
PMP certification from PMI, or other Project
management certification

The Project is sponsored by the EPMO, a division within the Enterprise and Administrative Department, in the Information and Public Records Service Team.
The consultant resource for this position will be managed by the Enterprise Project Management Office.
The Project Manager consultant will work with a Project team comprised of core team members including sponsors, functional leads, technical resources, external staff and departmental subject matter experts. Work will be primarily conducted during standard business hours. The resource is required to be onsite as required.
Ramsey County is operating in a flexible workplace environment. This means that Ramsey County employees work primarily onsite, mobile, or hybrid. **Remote collaboration tools are available, including County issued laptop, Microsoft Teams and NetMotion VPN.**

Estimated Hours: Up to 20/hrs on average per week
The County will retain the option to extend the work orders in increments as determined by County staff.

The total duration of the interview will be approximately 45-55 minutes.
Candidates selected for the interview will be asked to submit sample work products that reflect their current understanding of the program deliverables and outcomes outlined in this sourcing document (e.g., project plans, governance structure, risk register, etc.). Sample work products from candidates selected for an interview should be submitted no later than 7/19/24 . The interview panel will review the sample work products prior to the interview and will discuss submissions with the candidate during the interview.
Candidates will be emailed the interview questions approximately 15 - 20 minutes before the start of their scheduled interview.
The panel reserves the right to end interviews at any time if it deems the candidate does not fit our requirements.
