The Council of Large Public Housing Authorities is a national non-profit organization that works to preserve and improve public and affordable housing through advocacy, research, policy analysis, and public education. 

CLPHA's 85 public housing agency members represent virtually every major metropolitan area in the country. Collectively they manage over 40 percent of the nation's public housing program; administer about one-quarter the Housing Choice Voucher program; and operate a wide array of other housing programs including the innovative Moving-to-Work (MTW) demonstration as well as the Rental Assistance Demonstration (RAD). CLPHA’s current priorities include recapitalizing the public housing portfolio, expanding Housing Choice Voucher opportunities, and fostering cross-sector partnerships with the health and education sectors to improve life outcomes for low-income households. 


ABOUT THE POSITION 

In recent years, CLPHA has become a leader in cross systems alignment through its Housing Is Initiative. Housing Is helps broaden and deepen efforts to align housing, education, and health organizations to produce positive long-term outcomes for those experiencing poverty. Collaboration across systems and sectors—through shared goals, focused resources, and coordinated efforts—strengthens our collective ability to serve the needs of low-income individuals and families effectively and efficiently.  


A role within CLPHA’s Housing Is Initiative, the Policy & Program Analyst will work under the leadership of the Director of Cross-Sector Initiatives and focus on furthering the goals of the Housing Is Initiative generally to create and strengthen partnerships between housers and other sectors, disseminate best practices, contribute to major Housing Is efforts such as a strategic policy agenda, the annual Housing Is Summit and business development and grant management activities. This position will have a particular focus on housing and health partnerships.  

The ideal candidate will have the following expertise: health policy for low-income populations; cross-sector health and housing research and initiatives; demonstrated acumen for balancing multiple projects and managing different stakeholders and components of a cohort-based initiative; strong analytical and writing skills; and ability to work independently and be accountable for the work. 


Job Responsibilities 

The position of Policy & Program Analyst at CLPHA is a versatile one, involving a variety of tasks, often at the same time. We are looking for someone who is well-versed in and passionate about health policy and social determinants of health and can also build up subject matter knowledge quickly, in addition to being able to interact frequently with many different stakeholders and inform our larger policy agenda. The analyst will be expected to: 

  • Understand health policy including current legislation, programs, and regulating agencies as they relate to low-income individuals and PHAs and make substantive contributions to CLPHA’s policy agenda 
  • Serve as project manager for an established health and housing initiative, including overseeing and synthesizing activities and performance of sites (including contracts and budget tracking) made up of PHAs, FQHCs, and CBOs; regular meetings with the sponsoring MCO and site staff; concisely communicate site activities and learning both for internal and external audiences; translate learnings from the initiative to policy recommendations   
  • Serve as the health policy expert for CLPHA members and staff through technical assistance and reporting activities and accomplishments to internal and external stakeholders  
  • Cultivate and manage relationships with external organizations (health organizations, think tanks, researchers, advocacy groups, city, state, and federal government agencies) 
  • Collaborate with CLPHA research partners to contribute to the field; develop any CLPHA health-related surveys 
  • Help plan and organize annual Housing Is Summit sessions; event logistics and communications around this annual event
  • Contribute to and help maintain the online clearinghouse, www.housingis.org and help plan and run the Housing Is Working Group webinars and sessions 

 

Qualifications 

  • Passion for innovative, cross-sector collaboration 
  • Demonstrable knowledge, experience, and interest in health policy, public health, social determinants of health, etc., particularly concerning low-income individuals and families. Additional understanding of housing policy is ideal but not required. 
  • Project management 
  • Strong writing and critical thinking skills, as well as policy analysis, with an ability to communicate clearly and effectively 
  • Independent, self-directed work style and skill set with the ability to multitask on numerous projects 
  • Experience with grant writing, management, and reporting preferred but not required 
  • Proficiency or willingness to become proficient with fundamental productivity software programs cloud-based systems such as Microsoft OneDrive and Slack 
  • Graduate degree in public health, public policy, health administration, or other related disciplines (e.g. MPH, MPA, MPP, MHA, MSW) or a bachelor’s degree with 5+ years related work experience 
  • 2-3 years of professional experience 


Compensation 

$65,000.00 - $75,000.00 per year. CLPHA offers comprehensive benefits including 75% employer paid health, dental, and vision insurance, 9% retirement contribution after one-year of employment, and paid time off including holidays and between December 25-Jan 1.
