About The Opportunity

Hiring Range: $90,000 - $110,000

Performant seeks to hire an experienced Procurement Manager for a unique opportunity to build out and run a procurement program that encourages internal efficiencies and cost containment, supports Performant’s goals and corporate values, and ensures best-in-class service. This role will be in support of Performant’s Finance Department and work closely with other internal functions and key operational leaders. The Procurement Manager is expected to exercise sound judgment and ethical decision-making while supporting Performant in the following duties.

Key Responsibilities

  • Manage Performant’s procurement lifecycle, including: needs assessment; resource identification; negotiation; onboarding; provision of services; payment; oversight; and offboarding.
  • Implement strategies and analyses to assess and better respond to internal requirements; ideally leading to a reduction in number of vendors utilized without sacrificing the organizational needs.
  • Cultivate strategic supplier relationships to obtain favorable pricing terms, support service agreement negotiations and facilitate requests for proposals, and optimize cost savings.
  • Maintain relationships with diverse internal stakeholders, including the Finance, Legal and Compliance, Information Security, and Information Technology, among others, to ensure that Performant’s procurement needs are met promptly and efficiently.
  • Implement systems for monitoring vendor performance and potential risks. Work to ensure performance guarantees are met and develop internal reporting as a part of these systems.
  • Assist Finance Department with setting, tracking, and attaining cost savings and cost avoidance goals.
  • Partner with Information Security, Internal Audit and Compliance Department to track subcontractor and vendors against internal, regulatory and client requirements
  • Identify opportunities for improvement in Performant’s procurement program and execute on such opportunities to drive greater efficiencies and communication.
  • Review and maintain internal procurement policies and procedures.
  • Perform other duties as required and assigned by management.

Knowledge, Skills And Abilities Needed

  • Experience in procurement needs assessment, contract negotiation, RFP/RFQ facilitation, and cost analysis.
  • Extensive knowledge base, prior training and experience necessary to develop a procurement program from the ground up to support quality, performance and customer service goals.
  • Proficiency in healthcare terminology and familiarity with healthcare payer-related matters, privacy regulations, and maintaining strict confidentiality to sensitive information.
  • Strong critical thinking, organizational, and communication skills, with the ability to manage competing priorities, quickly identify issues, and suggest practical and creative solutions to a variety of stakeholders.
  • Experience using Microsoft 365 Office Suite, DocuSign (or other eSign software), Adobe Acrobat PDF applications (or similar) and ability to adapt to new technological tools required.
  • Self-starter with the ability and desire to work independently on achieving strategic goals and managing day to day Procurement operations.
  • Willingness and ability to learn on the job and build knowledge base as Performant’s role in the Healthcare Program Integrity industry continues to grow and evolve.

Required And Preferred Qualifications

  • At least 3-5 years experience in Procurement, including experience in a vendor procurement role, preferably with high exposure to software and other technology companies.
  • Bachelor’s degree required. Equivalent experience of a significant amount may be considered in lieu of a completed degree.
  • Prior experience in building out a procurement program a plus

Requirements

Performant is a government contractor and subject to compliance with client contractual and regulatory requirements, including but not limited to, Drug Free Workplace, background requirements, and other clearances (as applicable).
