Position Description

The City of Minneapolis Public Works Department currently has openings for Professional Engineers in the Transportation Engineering and Design and the Traffic and Parking Services divisions.

Note: Applicants for both licensed and unlicensed engineers will be considered for these positions. Applicants NOT possessing a Professional Engineering license should apply for the Engineer Posting.

Perform a variety of professional engineering work in the preparation of plans and specifications for engineering projects, supervision of construction projects and the maintenance of facilities.

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties And Responsibilities

  • Provide project management and coordination for construction projects and/or repair efforts.
  • Provide engineering design work, creating preliminary plan sets that individuals constructing the infrastructure can follow ensuring that designs meet Federal, State and Local guidelines.
  • Prepare contractual documents and assist in the hiring of contractors and consultants.
  • Oversee and manage the work of consultants and contractors throughout project delivery.
  • Obtain appropriate approvals, agreements and permits necessary for projects and initiatives.
  • Establish priorities to ensure that projects are completed on schedule and within budget.
  • Coordinate with private utilities, local businesses and residents to ensure that project needs are met.
  • Supervise and monitor the work of other staff engaged in projects/initiatives to ensure compliance with existing guidelines.
  • Participate in the preparation and monitoring of budgets.
  • Work with other City Departments, Public Works Divisions, outside agencies, jurisdictions, organizations and businesses on projects and initiatives.
  • Participate in meetings as a representative of the City of Minneapolis
  • Respond to inquiries from Council Members, City Staff, Constituents and other interested parties
  • Perform research, prepare reports, give presentations, and write proposals.
  • Perform other related duties assigned.

WORKING CONDITIONS: Office and field work. Field work may include exposure to all weather conditions, exposure to outdoor elements such as noise, dust, gases, fumes and chemicals; exposure to high traffic areas and other types of conditions that may be found in a construction environment. Nonstandard work hours and evening public meetings may be occasionally required.

Required Qualifications

MINUMUM QUALIFICATIONS :

Bachelor's Degree in Engineering from an accredited college.

Minumum Experience

Four years of engineering related experience

Licenses/Certifications

Registration as a Professional Engineer in the State of Minnesota.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience (70%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Union Representation

This position is represented by a collective bargaining agreement between the City of Minneapolis and the Public Works Engineers Unit .

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills And Abilities

  • Knowledge of engineering principles, practices, procedures and their application.
  • Knowledge of Public Works and City Government policies, practices and procedures.
  • Knowledge of related Federal, State, County and City Ordinances and Statutes.
  • Knowledge of budgeting, administration of funds and engineering department practices and procedures.
  • Knowledge of contract and project management.
  • Good knowledge of computer usage, software and applications used.
  • Good oral and written communication skills.
  • Good analytical and problem solving skills
  • Ability to supervise the work of others.
  • Ability to work under pressure and meet deadlines.

Transportation Engineering and Design Division

The following skills are desired for the Transportation Engineering and Design Engineer positions:

  • It is desirable that the candidate have experience managing the delivery of capital projects.
  • It is desirable for a candidate to have experience with managing municipal construction projects.
  • It is desirable for a candidate to have knowledge in the process to deliver federally funded projects.
  • It is desirable for a candidate to have supervised a design group.
  • It is desirable for a candidate to have knowledge of permanent and temporary stormwater controls and infrastructure related to municipal projects with a primary focus on storm water quality, infiltration, and rate control.
  • It is desirable for a candidate to have computer aided drafting experience with Microstation and Open Roads or equivalent.

Traffic and Parking Services

The following skills are desired for the Traffic and Parking Services Engineer position:

  • It is desirable that the candidate to have experience with the design of traffic control signals and devices.
  • It is desirable that the candidate have experience managing the delivery of capital projects.
  • It is desirable that the candidate have considerable knowledge of the Manual of Uniform Traffic Control Devices.
  • It is desirable that the candidate have experience in reviewing and analyzing multimodal traffic data.
