Compensation

In accordance with California law, the expected salary range for this position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.

We offer a sign-on bonus of $2,000! (50% paid at first paycheck and the remaining 50% paid after 4 months)

  • Salary Range:$79,000 - $84,000 (Bonus not included)
  • Bilingual (Spanish) Program Manager: $81,000 - 84,000

Role Summary

This position's primary purpose is to provide direct supervision of day-to-day operations and program staff and maintain professional standards. This role supports Wayfinder’s Kinship Support Services Program (KSSP) which provides non-financial support services to relative caregivers and the children placed in their homes. This program supports caregivers who have children who are dependents of the juvenile court as well as children who are not court-dependent children. This role also supports family-finding efforts, which include finding and engaging lifelong connections for youth in out-of-home care.

  • Supervise staff in areas of program management; supervised staff may include social worker/kinship navigator, family specialists, parent partners, interns, volunteers, and administrative support staff.
  • Conduct regular supervision with -all staff to discuss specific case needs, plans, records, and work performance.
  • Manage employees’ workloads to ensure full-time equivalent capacity is maximized and equitably distributed.
  • Act as liaison between management and staff to facilitate communication to promote the agency's mission and goals.
  • Provide consultation and guidance on service delivery, complex casework, or operational needs; regularly review case records for quality, quantity, timeliness of service and conformance to regulations.
  • Work collaboratively and/or facilitate multi-disciplinary team case reviews and/or planning as needed.
  • Attend local and regional meetings pertinent to programs/services offered.
  • Train and oversee staff utilization of the Family Search and Engagement model and other CCSWW tools to ensure all family finding efforts are exhausted.
  • Ensure families are assessed by staff for suitability before placement.
  • Facilitate family team meetings to support placement planning as needed.
  • Support relationships with Project Partners such as CPS to utilize families we have identified as relatives or fictive kin.
  • Oversee staff coordination with the child’s family team to ensure the child has a smooth home transition, including youth/family preparation and pre-placement visitation strategies.
  • Monitor the performance of supervised programs by tracking and reporting on progress regularly.
  • Serve as agency representative on inter-agency committees and boards at community and professional meetings and address interested groups.

Required Knowledge Of

  • Personal rights of families and children and how to ensure those rights are afforded to families and children.
  • Child and family confidentiality principles.
  • Developmental stages of childhood, effects of trauma on development, and the impact of poverty on the lives of families and children.
  • Interviewing techniques, including crisis intervention methods, for interviewing children, non-minor dependents, and adults.
  • The priorities of safety, permanency, and well-being for children in foster care.
  • The impact of trauma, grief, and loss on a child involved in the child welfare system and its impact on placement and permanency goals.
  • Teaming/collaboration assists in developing individualized solutions for the family and their culture, community, and tribes.
  • Impact of mental health and substance abuse on children and families.
  • Crisis intervention techniques and best practices are supporting children, caregivers, and birth-parent reunification efforts.
  • Cultural humility and how this approach improves family engagement, shows respect for families and ensures assessments incorporate a family’s unique culture.
  • The impact of personal biases when working with children and families.
  • The laws, rules, regulations, and procedures governing the operation of private social services agencies in relevant program areas.
  • Ongoing training and services prepare caregivers to meet the needs of children and non-minor dependents and assist families with forming lifelong relationships.
  • Assessment, case management, and treatment techniques for children, families, and individuals with various social, psychological, physical, and economic problems.

KSSP Related Knowledge, Skills, And Abilities

  • Child welfare principles are consistent with California's Continuum of Care Reform.
  • Personal rights of children in foster care and how to ensure those rights are afforded to children.
  • Permanency timelines and the role caregivers play in supporting timely permanency.
  • Explain the kinship navigation and support services available to clients.
  • Create family service plans based on the protective factors framework and prepare a written report.
  • Conduct visits for assessment purposes in a way that engages relative caregivers to build rapport and establish trust.
  • Ensure quality comprehensive case notes and reports are developed.
  • A master's degree or higher from an accredited or state-approved graduate school in social work or a related field is required.
  • At least two years of relevant child welfare experience, including working with relatives caring for kin, is required.
  • At least three years of direct supervisory or management experience in a social service setting, including budget management and office oversight, is required.
  • Licensure in clinical social work with the California Board of Behavioral Sciences in good standing is highly preferred.
