Job Summary

This position of located in the District of Columbia Department of General Services, Capital Construction Division. The Department of General Services (DGS) manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District. The Capital Construction Division implements and oversees the Capital Improvement Program for agencies within the District of Columbia, as well as executes the capital budget program, consisting of the rehabilitation of existing real property facilities, and construction of new facilities supporting the District.

The incumbent serves as an Estimator for assigned projects.

Duties And Responsibilities

Consults with agency representatives to develop information regarding programming as well as the development of independent estimates, for both future projects and cost claims by vendors. As required, explains the scope of work to assist others in preparing cost proposals. Provides assistance in establishing budgets for projects and assists determination of the appropriate client-agency or DGS funding sources for various build-out features. (Budget plans cross several fiscal years and may include funds from DGS and client-agency allocations, and lessor sources of financing.) Incumbent must be creative regarding financing of projects.

Conducts progress meetings with clients and contractors. Prepares the required technical and budget input for change orders. Ensure that all phases of projects and kept within budget. Enters data into current project and management and data (IT) systems and provides ad hoc reports for special and day-to-day project tracking of finances. Takes initiative and works with a professional team, especially those representing diverse interests and not directly supervised by the candidate, as demonstrated by accomplishments, recognition and/or awards.

Qualifications And Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Registered Architect, Professional Engineer, Estimator and/or other project management certification (PMP, LEED, AP, etc.) is preferred.

Work Conditions/Environment

The work is primarily performed in an office setting which is adequately heated, ventilated, and lit and, on occasion at construction sites, where the incumbent is exposed to dust, chemical odors, and construction hazards. While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workmen on ladders, mechanized equipment
