EMPLOYMENT OPPORTUNITY GADSDEN COUNTY BOARD OF COUNTY COMMISSIONERS QUINCY, FLORIDA JOA No. 24-040 Date Posted: August 9, 2024 Project Manager Public Works Department Position #0184 Salary Range: $28.31 to $38.72 Hourly Position Advertisement Closes: OPEN UNTIL FILLED *ANTICIPATED VACANCY* ***BACKGROUND CHECK AND DRUG SCREENING IS A CONDITION OF EMPLOYMENT*** This is a highly technical position assisting in the technical operations of the Department of Public Works, with emphasis on federal and state grants, database design and management, computer integration, project administration and research. The incumbent manages, through collaboration, coordination, planning, and the provision of direction, the formulation and implementation of all activities within assigned projects. Work is performed under the direction of the Public Works Director. ESSENTIAL FUNCTIONS: Provide technical assistance in design, layout, construction, and maintenance of roads, bridges, and drainage systems. Examine and research legal descriptions, official records, right of way maps, plats, aerials, annexation maps and constructions plans. Provide training and technical support to department staff as required. Responsible for preparing technical and administrative reports to State, Federal, and Local agencies as directed as they relate to the FEMA Declaration (Federal Emergency Management Agency), LAP (Local Agency Projects, SCRAP (Small County Road Assistant Program), SCOP (Small County Outreach Program), and CIGP (County Incentive Grant Program) grants. At the direction of the Director, consult with local developers, engineering consultants and builders in solving road, drainage or other problems associated with new or existing subdivisions. Assists in the preparation and control of the annual department budget. Responsible for researching and applying for various types of grants to assist with funding public works projects. Attend and host local meetings as it relates to CRPTA, pre-construction, and other projects. Prepare agenda items for BOCC meetings regarding federal & state projects, road work issues, bridge repairs, and paving & striping projects. Attend BOCC meetings when necessary. Update debris management plan and emergency management plan for Gadsden County as needed through coordination with the Gadsden County Sheriff's Office Staff. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of civil engineering concepts, practices and principles; roadway design; drainage design, land surveying, local, state and federal guidelines, rules, regulations and codes regarding roadway, drainage and building design. Working knowledge of database design management. Knowledge of the completion of FEMA Declaration paperwork and all other related grants and federal programs. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to work with mathematical concepts. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. MINIMUM QUALIFICATIONS: Possession of a Bachelor's degree from an accredited college or university with in civil engineering, construction management, public administration or related field with four years on increasingly responsible technical and professional work experience with complex construction projects; or equivalent combination of education and experience may substitute for the required degree. Possession of a valid State of Florida driver’s license with a favorable driving record.
