Qualifications

Basic Qualifications: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to Basic Qualifications above, Minimum Qualifications must be met: GS-7: At least 1 year of graduate-level education OR Superior academic achievement (See Education section) OR At least 1 year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include experience assisting IT Specialists and providing basic IT needs; assisting with implementing Automated Data Processing (ADP) Systems; and providing technical assistance to telecommunication systems OR A combination of education & experience GS-9: At least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR At least 1 year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include experience assisting in feasibility studies and recommending course of action; reviewing requirements of projects to determine objectives of the program, concepts, nature of unprocessed data, and processes required; and performing computer systems analysis, programming, and procedure development required to implement and maintain projects OR A combination of education & experience GS-11: At least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR At least 1 year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include experience conducting application development and maintenance of applications (i.e., NET and/or SharePoint) -- OR -- planning, coordinating, and performing systems design and assisting in the development of an IT functional area; identifying and analyzing advancements in application development concepts, techniques, and tools; and assisting in the review of IT policies, standards, and guidelines relating to systems, hardware and software OR A combination of education & experience GS-12: At least 1 year of specialized experience, equivalent to the GS-11 grade level in the Federal service, to include experience conducting application development (including testing, implementation, and maintenance); system design; and managing systems (i.e., NET and/or SharePoint) -- OR -- planning, coordinating, and performing systems design and development of a major IT functional area; planning, scheduling, estimating, monitoring project progress and associated development and operational costs; identifying and analyzing advancements in application development concepts, techniques, and tools; and analyzing issues and defining the enterprise architectural application development standards to be used in new and modernized IT applications. GS-13: At least 1 year of specialized experience, equivalent to the GS-12 grade level in the Federal service, to include experience planning, coordinating, and performing IT systems design -- OR -- monitoring, developing, planning, and recommending solutions for the management, development, and execution of software project plans including performing IT system analysis and design to support the programming infrastructure and integrated applications of informatics development. GS-14: At least 1 year of specialized experience, equivalent to the GS-13 grade level in the Federal service, to include experience planning, developing, and executing IT projects, preparing and analyzing reports; responding to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment -- OR -- utilizing project performance measurement tools (e.g. KPIs), and framework for prioritization (e.g. sprints) and advising organization partner and project teams with IT guidance, plans, developing and executing IT project transformation (e.g. Scrum Master). GS-15: Data Scientist: At least 1 year of specialized experience, equivalent to the GS-14 grade level in the Federal service, to include experience performing needs analyses of IT technologies and applications (e.g. Cloud Native Serverless); providing data (e.g. Data Warehousing, Data Lakes, Data Mesh) utilizing IT software application tools (e.g. AWS, Azure or GCP and IT visualization tools such as R. Tableau or Power BI); AND providing IT services and platform delivery (e.g. Data Operations, Data Quality and DevSecOPS (Development Security and Operations) -- OR -- performing needs analyses of IT technologies and applications (e.g. Cloud Native Serverless), providing batch and streaming data utilizing IT visualization tools (e.g. R.Tableau or Power BI) and providing IT services and platform delivery (e.g. Data Operations, Data Quality and DevSecOPS (Development Security and Operations). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
