We are looking for a Regulatory Analyst within our consulting team. This individual will work within our Regulatory Engagement Team helping clients to understand and assess critical regulations and programs central to decarbonization. Our clients depend on revenue streams from the sale of emissions reductions credits – the majority of which are RINs under the federal Renewable Fuel Standard (RFS), LCFS credits under California’s Low Carbon Fuel Standard (LCFS), Oregon Clean Fuel Program (CFP), other voluntary carbon programs, and emerging regulations. Examples of new and emerging regulations/commitments include Washington's Clean Fuel Standard, Canada’s Clean Fuel Regulations, the airline industry’s CORSIA program, and various ESG reporting and data management needs. The successful candidate will have direct experience or knowledge of the Renewable Natural Gas industry.
The Regulatory Analyst Will Have The Following Responsibilities
Work within a team of Carbon Consultants to advise clients in the following areas of renewable and low carbon programs including:
i. Federal Renewable Fuel Standard (RFS)
ii. California Low Carbon Fuel Standard (LCFS)
iii. Oregon Clean Fuels Program (CFP)
iv. Washington Clean Fuel Standard (CFS)
v. Canada Clean Fuel Regulations (CFR)
vi. ISCC
vii. Europe Renewable Energy Directive (RED)
viii. Inflation Reduction Act (IRA)
Ix. Other Emerging Decarbonization Policies And Regulations
Specific job responsibilities include:
Work with the Regulatory Engagement Director on the execution of consulting projects, providing internal regulatory and policy updates to various EcoEngineers’ teams, and monitor and track carbon policies across the world.
Perform energy transition and decarbonization market research and trends analysis.
Generate unique research and analysis of energy transition policy impacts on markets and companies.
Communication of complex regulations and programs for clients.
Drafting of high-quality PowerPoint presentations, research briefings, reports, letters, and memos.
Draft comment letters or review client-produced comment letters on various clean energy and decarbonization regulations.
Coordinating and supporting client meetings and events.
Internal training of EcoEngineers staff on new programs, regulations, or developments in the clean energy space.
Some travel to conferences and meetings with regulators required – estimated at 5-10%.
Job Qualifications
3-5 years political analysis experience, preferably in the Renewable Natural Gas industry with an emphasis on RFS, CA LCFS, and other clean energy programs
Bachelor’s degree or higher
Exemplifies knowledge of contract law, accounting principles and finance
Proficient technical writing skills
Ability to work effectively on client deliverables with demanding deadlines in a team environment
Must have excellent analytical thinking skills and problem-solving abilities
High degree of personal responsibility, timeliness, and organization, high competency with problem solving analytical and quantitative skills
Excellent written, verbal and presentation communication skills.
Advanced computer skills (Excel, Word, PowerPoint, and etc.).
