Job Responsibilities

With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.

This position is located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201.

As the Senior Accountant/Fiscal Analyst, working under general supervision, you will perform professional grant accounting duties, maintain and provide all financial oversight related to the Coronovirus Response and Relief Supplement Appropriations Act and the American Rescue Plan Act (ARPA) of 2021. This position will also assist Grants Administration with other grants as needed in a limited capacity.

Duties And Responsibilities Include But Are Not Limited To

  • Completes monthly Cash Management reconciliation and Journal entries as required to follow rules and regulations, balance to cash, expenditures and revenue within the SCEIS grant module to authorized and awarded budget.
  • Reconciles all payroll positions monthly and prepare any journal entries related.
  • Prepares and submits all required documentation to the Executive Budget Office including GR-100 forms to satisfy federal project review requirements.
  • Sets up grant within SCEIS grant module and maintains Grant Derivation List. Works closely with center administrators in preparing various budget analyses and calculates and initiates budget adjustments.
  • Loads grant budgets by grant, cost center, and expenditure line monitoring and aligning as necessary to forecast requests and changes. Approves SRM documents, contracts and purchases for awarded grants. Loads and adjusts budget per grant authorized budget. Using SCEIS and grantor websites, prepares and posts draw downs from grantors in accordance with state and federal rules and regulations.
  • Sets up grant and master data within the grant module in SCEIS. Reviews grants for indirect cost provisions and updates each grant I/C table. Verifies account balances with both the granting agency and SAP before closing grants.
  • Assists Program Managers in submitting grant proposals and applications. Prepares budget and packages grant application per the NOFO for submission through related online websites.
  • Serves as Principal Investigator for budget guidelines, revenue collection process, contract approvals and compliance rules and regulations pertaining to grants.
  • Submits all carryforward and no cost extensions to grantor.
  • Prepares and submits federal financial reports as required by assigned federal grant.
  • Submits programmatic reports, if needed. Prepares internal and external reporting.
  • Helps prepare and reviews all grant closing packages required by the SC Comptroller General's Office, and State Auditor's Office. This includ.es the Schedule of Federal Financial Assistance and the Grants/Contributions Closing Packages. Works with state and federal auditors as needed. Assists in sub recipient monitoring.

Minimum And Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

Preferred Qualifications

Knowledge of electronic accounting systems, including SCEIS.

Bilingual abilities in English and Spanish (or another language) are a plus.

Additional Comments

The selected candidate must have considerable knowledge of principles, theories, and practices of federal grants. Extensive knowledge of grants accounting and management to include: grantor relationships, financial reporting, programmatic reporting, OMB/CFR circulars/regulations, and knowledge of indirect cost principles and their application. Extensive knowledge of state government and federal accounting procedures. Must have the ability to work independently and analyze grant accounts and resolve issues as they arise. This position may require overtime and occasional travel.
