About The Role

Join a dynamic team of Contract Specialists supporting the Department of Homeland Security’s Science and Technology Directorate (DHS S&T) Office of Finance and Budget Division (FBD). In this role, you’ll be part of a collaborative six-person team dedicated to delivering comprehensive financial management support and contract closeout services. Your expertise will contribute to a variety of financial procedures, including financial analyst support and contract validation.

Key Responsibilities

  • Provide full-range financial management and contract closeout support services.
  • Assist federal staff with financial analyst support, including verification and validation of contract closeouts.
  • Prepare and submit contract closeout packages, ensuring all documentation is complete and accurate.
  • Support day-to-day activities related to Procurement Requisitions (PRs), including liaising with Program Management Offices and Finance and Budget staff.
  • Create and maintain PR packages in PRISM, FFMS, and other financial systems.
  • Prepare division-specific financial reports, such as the Open Commitment Report and Expiring Period of Performance Report.
  • Assist with the preparation of required documents including HSAM, Appendix G, and FITARA.
  • Support audit requests by collecting and reviewing necessary documentation.
  • Update Standard Operating Procedures and assist with maintaining various financial tracking tools and reports.
  • Mentor and coach junior team members.
  • Handle additional Financial Analyst duties as needed.

Qualifications

  • Minimum of 2 years of contract closeout experience with the federal government.
  • Knowledge of the full lifecycle of government awards, including obligation, modification, and closeout of contracts and Interagency Agreements (IAAs).
  • Bachelor’s degree.
  • Familiarity with PRISM database is a plus, but not required.
  • Ability to obtain an EOD Public Trust Clearance.

Technical Skills

  • Proficiency with software applications such as MS Office (Excel, Word, PowerPoint, Outlook), Adobe Acrobat, PRISM, FFMS, and other DHS-related tools.
  • Experience preparing and distributing division-specific and ad-hoc reports.
  • Ability to maintain and develop various reports, trackers, and status updates.
  • Attend meetings with staff and government representatives as needed.
